When making their annual levy, the County Commissioners may levy an amount that they consider necessary for the:
A. 
Building, repairing, reconstructing, maintenance, and regulation of the use of roads, bridges, drains, watercourses, culverts, and curbs and gutters in the County;
B. 
Purchase and maintenance of equipment to be used for the purposes stated in Subsection A of this section; and
C. 
Purchase or rental of land or buildings to be used for the purposes stated in Subsection A of this section.
A. 
Designation. The money levied under this article shall be designated for construction, reconstruction, and maintenance of County roads, bridges, drains, watercourses, culverts, curbs and gutters, and purchasing and renting of equipment, land, and buildings in connection therewith.
B. 
Specific purposes. The County Commissioners may not earmark for a specific purpose any of the money levied under this article unless acting in their capacity as the Board.

The County Commissioners shall have title to any land, buildings, or equipment purchased by the County Commissioners or the Board in accordance with § 23-19 of this article.
