A. 
In general The producers of refuse shall prepare the refuse for collection in accordance with the requirements of the Department.
B. 
Garbage. Garbage shall be drained of all free liquids and shall be wrapped in paper before being placed in garbage cans for collection.
C. 
Rubbish. Rubbish shall be drained of liquid before being deposited for collection.
D. 
Tree trimmings, hedge clippings, and similar material. Tree trimmings, hedge clippings, and similar material shall be cut to lengths not to exceed four feet (1.2 meters) and securely tied in bundles not exceeding two feet (0.6 meters) in thickness before being deposited for collection.
E. 
Cardboard boxes and similar material. Cardboard boxes and similar containers shall be broken down, flattened, and securely tied in bundles not exceeding four feet (1.2 meters) in diameter and six inches (15.2 centimeters) in thickness before being deposited for collection.
F. 
Newspapers, magazines, and other printed matter. Newspapers, magazines, and other printed matter not placed in containers for collection shall be securely tied in bundles not exceeding 50 pounds (22.7 kilograms) in weight.
A. 
Requirements.
(1) 
The producers of refuse or the owners of premises on which refuse is accumulated shall provide refuse containers in accordance with the requirements of the Department.
(2) 
Garbage receptacles shall:
(a) 
Be made of metal or plastic;
(b) 
Be watertight and have a tight-fitting cover;
(c) 
Be kept clean, neat, and sanitary at all times; and
(d) 
Have a capacity of not more than 30 gallons (113.6 liters).
(3) 
Ash receptacles shall be made of metal and have a capacity of not more than 12 gallons (45.4 liters).
(4) 
Rubbish receptacles shall be of a type that can be easily handled by one man.
(5) 
All refuse receptacles shall be equipped with suitable handles and shall be maintained in good condition.
(6) 
The Director may authorize the use of suitable plastic and paper bag systems where it can be shown that they are not subject to frequent attack by animals and where closure of overfilled bags is not often faulty.
B. 
Inadequate receptacles. Any receptacle that does not conform to the provisions of this Part 2 or that has ragged or sharp edges, or any other defect liable to hamper or injure the person collecting its contents shall be promptly replaced upon notice. Notice shall be given by tagging the container. Failure to comply may result in refusal to collect or the removal of the defective receptacle as refuse.
A. 
Requirements.
(1) 
Producers of refuse shall store the refuse in accordance with the requirements of the Department.
(2) 
A person may not:
(a) 
Place refuse in a street, alley, or other public place, or on any private property in the County, whether owned by such person or not, unless it is in proper receptacles for collection or under an express approval granted by the Director;
(b) 
Throw or deposit refuse in a stream or other body of water;
(c) 
Permit receptacles to remain on curbs, road shoulders, or alleyways beyond the day of collection; or
(d) 
Except for the collector or the occupants of the premises on which the receptacles are stored, remove the covers or any contents from the refuse receptacles.
B. 
Unauthorized accumulation of refuse.
(1) 
Unauthorized accumulation of refuse on any premises is a nuisance and is prohibited.
(2) 
Failure to remove unauthorized accumulation of refuse after proper notice is a violation of this Part 2.
A. 
Placement. Refuse receptacles shall be placed for collection:
(1) 
On the curb of the property;
(2) 
On the shoulder of the road; or
(3) 
Along the alleyways if the residence fronts on the alley and if the location is accessible by the collection vehicles.
B. 
Prohibition against impeding traffic or endangering public safety. Refuse receptacles shall be placed in such a manner that does not impede traffic or endanger the safety of the public.
