It shall be unlawful to do any blasting in the Town without having first secured therefor a permit from the Town Manager which has been approved by the Council. Before said permit can be issued, the applicant for said permit shall appear before the Council and specify the details of the proposed blasting operation, including, but not limited to, the location, the number and size of holes to be blasted and the amount of charges to be used. Blasting or blasting operations conducted pursuant to a permit shall be carried on subject to such conditions as may be expressed in the permit.
A. 
Fireworks. It shall be unlawful to store any fireworks in the Town, excepting as may be necessary for the performance of a licensed public exhibition of pyrotechnics, as hereinafter provided for.
B. 
Dynamite. It shall be unlawful to keep or store any dynamite in the Town in excess of five pounds on any one premises or in any one building.
C. 
Nitroglycerine; TNT. It shall be unlawful to keep or store any nitroglycerine or the explosive commonly known as "TNT" in the Town in any quantities, excepting for medical or laboratory purposes, and for such purposes, no more than 1/4 ounce shall be stored in any one building or premises.
D. 
Gunpowder. It shall be unlawful to keep or store any black powder or gunpowder or guncotton in excess of five pounds on any one premises or building in the Town.
E. 
Rules. All explosives kept or stored in the Town shall be kept and stored in accordance with the Code of Virginia and the rules and regulations of the Virginia Department of Labor and Industry and the Virginia Safety and Health Codes Board.
