Notwithstanding any other provision of law,
the Commissioner of Public Works is hereby authorized to issue permits
allowing the use of motor vehicles on the sidewalks of the City of
Albany, for the sole and exclusive purpose of removal of snow and
ice.
The permits to be issued pursuant to this article
shall be in the discretion of the Commissioner of Public Works, who
shall require the posting of a bond or policy of insurance, or both,
in such amount or amounts and upon such terms as may be determined
by said Commissioner to be satisfactory for the protection of the
City, its property owners and others and to hold harmless the City
of Albany of and from any liability for property damage and/or injuries
to persons which may occur as a result of the performance of the work
within the scope of this article.
