It is the intent of this policy to set the terms and conditions under which full-time noncontract employees (hereinafter, "employees") shall work and perform their duties.
It shall be the duty of the head of each department to be the personnel officer for that department. The personnel officer, among other duties, shall be responsible for administering the department and attesting, in writing, as to the attendance records of each employee in his or her department. Attendance records are to be forwarded to the supervisor on a monthly basis using prescribed timesheets.
A. 
Employees hired prior to May 13, 2016, shall be paid longevity as follows:
(1) 
After five years of service: 5% of the base salary.
(2) 
After 10 years of service: 10% of the base salary.
(3) 
After 15 years of service: 15% of the base salary.
(4) 
After 20 years of service: 20% of the base salary.
B. 
Employees hired May 13, 2016, or after, shall be paid longevity as follows:
(1) 
After five years of service: $1,000.
(2) 
After 10 years of service: $2,000.
(3) 
After 15 years of service: $3,000.
(4) 
After 20 years of service: $4,000.
C. 
These payments are noncumulative and shall apply to all employees covered by this agreement. Longevity will be based upon the date of employment and shall be paid in a lump sum each year on the employee's anniversary date of employment, included in the regular paycheck.
A. 
Each employee shall be compensated for the following holidays:
(1) 
New Year's Day.
(2) 
Martin Luther King Day.
(3) 
Lincoln's Birthday.
(4) 
President's Day.
(5) 
Good Friday.
(6) 
Memorial Day.
(7) 
Independence Day.
(8) 
Labor Day.
(9) 
Columbus Day.
(10) 
General Election Day.
(11) 
Veterans Day.
(12) 
Thanksgiving Day.
(13) 
Christmas Day.
B. 
In addition, Christmas Eve shall also be a holiday if it falls on a Monday through Friday.
C. 
In the event that a holiday (except Christmas Eve) falls on a Saturday, the Friday immediately preceding the holiday shall be observed as the holiday. In the event that a holiday (except Christmas Eve) falls on a Sunday, the Monday immediately following the holiday shall be observed as the holiday.
The regular workweek shall be between no less than 30 and no more than 40 hours per week, depending on the agreement between employee and department head/Town Board.

A. 
Overtime shall be paid only for work performed in excess of 40 hours, at a rate of 1 1/2 times the regular hourly wage, and shall be paid by being included in the regular payroll; or
B. 
Compensatory time off may be authorized on an hourly basis of 1 1/2 hours per each hour worked over 40 hours.
Employees who are required to report to work by the personnel officer due to emergencies, as determined by the department head, shall receive a minimum of four hours' compensation. Recall shall be deemed to have commenced when the employee is notified to report for work.
If an employee is required to serve on jury duty, the employee shall receive full pay from the Town. Any fees over and above travel expenses received by the employee from jury duty shall be paid to the Town.

A. 
Employees hired prior to May 13, 2016, shall be entitled to 30 paid sick days per year. Each employee shall be permitted to accumulate sick days to a maximum of 60 days at any one time.
B. 
Employees hired May 13, 2016, or after shall be entitled to sick leave as follows: Employees shall be entitled to 22 paid sick days per year. Sick days may be accumulated to a maximum of 90 days at any one time. Employees shall not be paid for accumulated sick days.
C. 
Sick days are for personal illness only, except that five sick days per year may be used for the illness of a spouse, child or anyone else living in the immediate household.
Maternity leave will be unpaid in accordance with federal law.
A. 
Employees shall receive vacation time with pay as per the following schedule:
(1) 
After one year of service: 10 working days.
(2) 
After five years of service: 15 working days.
(3) 
After 10 years of service: 17 working days.
(4) 
After 15 years of service: 20 working days.
(5) 
After 20 years of service: 25 working days.
(6) 
After 25 years of service: 30 working days.
B. 
Employees may carry over a maximum of 10 vacation days into the next year. Scheduling of vacation time is subject to the approval of the personnel officer.

A. 
Employees will not be paid for accumulated sick days.
B. 
After completing a minimum of one year of continuous service with the Town, an employee who resigns, retires or is laid off will be paid out for accrued and unused vacation leave at the employee’s then current rate of pay. To be eligible to receive this payment, an employee who will be resigning or retiring must provide the employee’s direct supervisor with at least six weeks’ advance written notice of their intention to resign or retire by a specific date. If, due to extraordinary circumstances, an employee is unable to provide the at least six weeks’ advance notice as required by this subsection, an exception may be made by the Town Board in its sole discretion, upon receipt of a written request by the employee for same and stating the extraordinary circumstance. In the event of the death of an employee, the Town will pay an employee’s designated beneficiary for any unused vacation leave at the employee’s then current rate of pay.
Employees shall be entitled to three personal days per year. Personal days may only be taken with approval of the personnel officer.
Employees shall receive up to four days' bereavement leave per death in the immediate family, such as deaths of child, stepchild, father, mother, stepparents, brother, spouse, sister, grandparent, grandchild, niece, nephew, mother-in-law, father-in-law, brother-in-law, sister-in-law, aunt, uncle, daughter-in-law, and son-in-law.
The Town Hall shall maintain office hours of 9:00 a.m. to 4:00 p.m., Monday through Friday.
A. 
Employees are entitled to two ten-minute coffee breaks per day.
B. 
If an employee elects not to take a coffee break, said time shall not be considered to be overtime or accumulated for compensatory time off.
The Town Board reserves the right to review and amend this policy by resolution.
