Every person propelling any pushcart or similar vehicle upon a street or highway within the Town shall be subject to the provisions of this chapter applicable to the driver of any vehicle.
No person upon roller skates or riding in or by means of any coasters, toy vehicles, skateboards or similar devices shall go upon any roadway except while crossing a street on a crosswalk; and when so crossing a street on a crosswalk, such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians.
A. 
No person shall place any barricades or other obstruction adjacent to the curbline in the traveled portion of the street to prevent parking or standing of vehicles except in an emergency and then only with the consent of the Highway Superintendent.
B. 
The Highway Superintendent is hereby authorized, upon request of an owner of property or a contractor, to temporarily place signs banning parking or standing in streets or highways adjacent to construction or demolition work. Such signs shall remain the property of the Town and shall be returned in good condition at the completion of the project for which they were issued.
No driver of a vehicle, except an authorized emergency vehicle, shall drive between the vehicles comprising a funeral or other authorized procession while the same is in motion and when such vehicles are conspicuously designated. This provision shall not apply at intersections where traffic is controlled by traffic control signals or police officers.
A. 
It shall be unlawful for any person to park upon the streets of the Town an unattended commercial, farm or construction vehicle or apparatus in such a manner that traffic may be obstructed or of such nature that children may be unduly attracted to it and thereby exposed to injury and unreasonable danger.
B. 
It shall be unlawful for any person to park or leave standing on any street or highway within the Town of Southeast any tractor-trailer combination, either attached or separate, for a period longer than three hours or in any position for any period of time when such parking creates a traffic hazard by obstructing vision at an intersection or driveway along such street or highway.

A. 
Unless some other form of traffic control device is indicated for a particular location, stop signs shall be placed at the end of all Town roads.
B. 
In addition to the locations set forth in Subsection A hereof, a stop sign or signs shall be placed at the following locations.
