A. 
The Village Board of Naples, Ontario County, New York, acting under the authority of the Village Law of the State of New York, hereby adopts and enacts this chapter to be known and which may be cited as "Local Law No. 1 of 1999, Zoning Law of the Village of Naples."
B. 
The Village Board enacts this chapter for the purpose of promoting the public health and safety of the Village of Naples and in furtherance of the following related and specific purposes:
(1) 
To lessen congestion in the streets; to secure safety from various dangers; to prevent overcrowding of land; to conserve the value of structures and land; to provide adequate water, streets, roads, and parks; to regulate density of population, location and use of land and structures; and to establish certain districts.
(2) 
To accomplish such purposes, to appoint a Zoning Board of Appeals and administrative officers and provide for the administration and enforcement of this chapter under the appropriate state and local laws that it may enact from time to time.[1]
