The Police Division of the Department of Public
Safety shall consist of the Chief of Police and subordinate officers
and employees, of such grades as are prescribed by Article VII of
the Charter of the City.
The members of the police force shall perform
all such duties as are or may be required of them by the laws of the
state and the ordinances of the City. They shall severally obey their
superior officers and shall faithfully conform to and observe all
lawful rules and regulations made for the management of the police
force.

The Chief of Police and commanders, and in their
absence or disability, Captains and Lieutenants shall severally be
complainants under any provision of this Code or other ordinances
of the City.
The station house shall be in the charge of
the ranking police officer on regular duty. Such officer shall be
responsible for the enforcement at such times of the rules and regulations
for the government of the station house and for the conduct of the
officers under his or her command. In case of enforced absence, such
ranking officer shall detail an officer to have charge of the station.
The officer in charge shall receive into custody and safely keep all
persons arrested.
The Chief of Police, from time to time, shall
divide the entire City into police routes for day and also for night,
so arranged that the whole territory shall be covered at all times
by men and women on duty. Each shall be placed, as far as practicable,
where he or she will be most useful and efficient.
The Chief of Police shall designate the particular
patrolman appointed by him or her to cover police routes established
by him or her and the Chief may from time to time change the patrolmen
assigned to such route. The Chief of Police may make temporary changes
as sickness or other unusual circumstances may require.
The uniforms of the members of the Police Division
shall be of such material and style as the Chief of Police shall designate.
The Clerk of Police shall once in each month
present to the Director of Public Safety a report showing the total
number of arrests during the preceding month, the nature of crimes
and offenses, the amounts paid to the Director of Finance and such
other information concerning the Police Division as may be of interest.
The Clerk of Police shall compile and present to the Chief of Police,
on or before the 15th day of February of each year, a summary of the
work of the Police Division for the preceding fiscal year in such
form as the Chief shall direct.

The Chief of Police shall appear before the
City Council at the first regularly scheduled meeting in February
in each year to deliver an oral update on the operations and accomplishments
of the Police Division during the previous calendar year, and to deliver
a prospective operational forecast for the remainder of the current
year. The Chief of Police may supplement such oral report with written
data and documentation if needed. Nothing in this section shall preclude
the City Council from requiring that the Chief of Police appear at
other times during the year when circumstances warrant.
Patrol drivers shall be special constables,
and they shall be charged with the general care and supervision of
the vehicles of the Police Division and other equipment used in connection
therewith, and perform such other duties as the Chief of Police may
from time to time require of them.
