The following pay plan is adopted as the official
pay plan of the classified service and shall be applied to positions
in that service as hereinafter provided.

A. Notwithstanding any other inconsistent or contrary City ordinances, including, but not limited to, the provisions of this Article
VI, Chapter
88, and the pay plan described herein, all established annual and weekly pay rates and annual and weekly salary ranges for City employees, including classified union employees, classified nonunion employees, unclassified union employees, unclassified nonunion employees, members of boards and commissions and members of the City Council, but excluding uniformed members of the Police and Fire Divisions, shall be reduced for fiscal year 2010, effective as of the pay period commencing at a date to be determined by the administration after final passage of this section to reflect the furlough days which are part of the City’s fiscal year 2010 budget.
B. The reduction
in salary and pay rates for fiscal year 2010 which shall be effective
as of the payroll period beginning at the commencement date shall
be made notwithstanding any inconsistent or contrary provisions of
the City’s Personnel Rules and Regulations to the contrary.
C. The reduction
of the annual and weekly pay rates and annual and weekly salary ranges
for fiscal year 2010 effective as of the payroll period beginning
at the commencement date shall also result in an equivalent percentage
reduction of the normal workweek schedule for City employees, including
classified union employees, classified nonunion employees, unclassified
union employees and unclassified nonunion employees, but excluding
uniformed members of the Police and Fire Divisions. The actual reduction
in the work schedule shall be specifically determined by the appropriate
department head and/or the City’s Personnel Director. Said reduction
in the hours of work shall be made notwithstanding any inconsistent
or contrary provisions of the Personnel Rules and Regulations of the
City of Pawtucket.
D. This
section shall expire at 11:59.59 p.m. on June 30, 2010.
No person holding a position in the classified
service on the date of the passage of this article shall be reduced
in compensation by reason of the terms of this article.
All persons entering a classified position in
the City service on or after July 1, 2005, shall be paid at a salary
or rate herein provided.
The minimum rate of pay for any class of position
shall be payable to any person on his first appointment to the position
allocated to the class, provided that, if a person already in the
service is transferred, he may, with the approval of the Director
of Finance, enter the new position at the same rate of pay as he had
previously received. The Director of Personnel with the approval of
the Personnel Board may, at their discretion, appoint any person to
a position at a rate above that of minimum, up to and including the
maximum rate allocated to that class.
A given rate of pay as expressed in the pay
plan may be computed to a weekly, daily, or hourly rate, as established
by a department head or Chairman of a Board of Trustees or Commission
with the approval of the Director of Finance, as the rate of pay for
the employees of a particular class; provided, however, that all employees
of a given class in a given unit of a department shall be paid on
the same basis, with the exception of part-time and temporary employees.
All employees in the classified service with
an assigned pay grade shall be paid weekly.
No officer or employee of the City shall issue
a check for payment of, or pay, any salary or compensation to any
person holding or claiming to hold a position in the classified service,
unless the Director of Personnel shall have first certified that the
person named on the payroll or account of such pay has been appointed
and are employed in accordance with this article and the Personnel
Rules and Regulations.
No person in the classified service shall be paid less than the minimum rate of pay or rate of pay established in §
88-12 herein for the class of position to which he is allocated.
Policemen and firemen, whether on duty or not,
shall be entitled to and shall receive one extra day's pay for the
following holidays; and pay shall be computed on the basis of 1/5
of a week's full pay, viz:
