Except as otherwise provided, no vertebrate animals shall be displayed by any person or entity for entertainment or amusement purposes unless a permit in conformance with Chapter 193, Entertainment, Article I, Performances, Shows and Exhibitions, and Chapter 167, Circuses and Carnivals, has been issued.
At all times during the display or performance, the care of the animals must conform to guidelines or requirements established by the Animal Control Officer. Animals on display must be strong, healthy and in good flesh. No sick or crippled animals may be exhibited.
No performing animal exhibit or circus shall be permitted in which animals are induced or encouraged to perform through the use of chemical, mechanical, electrical or manual devices in a manner which will cause or is likely to cause physical injury or suffering. The following devices are specifically prohibited: electric prods or shocking devices, flank or bucking straps, wire tie-downs and sharpened spurs. All equipment used on a performing animal shall fit properly and be in good working condition.
