Every supplied facility, piece of equipment
or utility, which is required under the provisions of this chapter,
shall be so designed, constructed and installed according to law that
it will function safely and effectively and shall be maintained in
safe and sanitary working condition.
Every plumbing fixture and water supply and
sewer line shall be properly installed according to law and maintained
in safe and sanitary working condition, free from defects, leaks and
obstructions.
No owner, operator or occupant shall cause any
service, facility, equipment or utility, which is required to be supplied
by the provisions of this chapter, to be removed from or shut off
from or discontinued for an occupied structure except for such temporary
interruption as may be necessary when actual repairs or alterations
are being expeditiously made, or during other temporary emergencies
when discontinuance of service is approved by the Director.
The operator shall have the duty and responsibility
of removing garbage and rubbish.
Every operator shall be responsible for the
elimination of infestation in or on the premises subject to his or
her control.
Upon discovery by an occupant of any condition
on the premises which constitutes a violation hereof, the occupant
shall report the same to the public officer responsible for enforcement
hereunder.
No person shall occupy as owner-occupant or
permit to be occupied by another any vacant structure unless or until
it is in good repair, clean, sanitary, inhabitable condition and in
full compliance with all provisions of this chapter and the rules
and regulations adopted pursuant thereto.
All buildings and premises subject to this chapter
are subject to inspection from time to time by the enforcing officer.
At the time of such inspections, all rooms and parts of the premises
must be available and accessible for such inspections, and the owner
and operator are required to provide the necessary arrangements to
facilitate such inspections. Such inspections shall be made during
regular open hours of the business occupying the said premises unless
there is reason to believe a violation exists of a character which
is an immediate threat to health or safety requiring inspection and
abatement without delay.
