The failure of the owners of vacant lots to install sanitary sewer and water main connections to the curbline constitutes a detriment to the maintenance of well-paved streets in the Borough.
Henceforth, prior to the resurfacing of any Borough street, it shall be the duty of the Borough Engineer to report to the Mayor and Council whether any vacant properties suitable for construction of buildings or any occupied properties not having sewer and water connections are located on such street.
The Mayor and Council may direct the Borough Clerk to send to the owner of any such property written notice that sanitary sewer and water main connections must be installed from the mains to the curbline within 30 days after the receipt of said notice. Failure of the owner to comply therewith shall result in the necessary work being accomplished at Borough expense, with the cost thereof to be assessed against the owner and paid within one year from the date of the expenditure.
