It shall be unlawful for any person or corporation to deliver
or cause to be delivered, except through the services of the United States
Postal Service, any unsolicited written materials to any residential dwelling
or business located within the town after written notice has been sent to
said person or corporation by the owner, lessee or tenant of said residential
dwelling or business that said written materials should not be delivered to
that address. The required notice shall be sent by regular mail, postage prepaid,
to any residence or usual place of business of the person or corporation delivering
or causing to be delivered said unsolicited written material. Any delivery
of unsolicited materials after the mailing of said written notice shall be
deemed a nuisance, and placing said materials on private property within the
town after said notice shall be deemed littering the property and shall be
punished by a fine of $100 for each offense.
