The Police Department shall consist of the Chief
of Police, no more than two Deputy Chiefs, four captains, one surgeon
lieutenant who shall serve without compensation, and as many lieutenants,
sergeants, patrol officers, supernumerary officers, auxiliary police
officers for the purposes of civil preparedness as set forth in Chapter
517 of the Connecticut General Statutes, as amended, and such other
employees as may be authorized by the Common Council.

The authority of superior officers shall be
exercised in the following order: Chief of Police, Deputy Chief, captains,
lieutenants, sergeants, patrol officers and supernumerary officers,
and auxiliary officers. Whenever there are two or more personnel with
the same rank, the officer with seniority shall exercise the duties
and authority of a superior officer unless otherwise designated in
advance by a superior officer.
Every member shall, before entering upon the
discharge of the duties of his office, make an oath or affirmation
before some competent authority that he will support the Constitution
and the laws of the United States and the State of Connecticut and
the City ordinances, and will faithfully discharge the duties of his
office, and shall cause a certificate of such oath or affirmation
to be lodged with the City/Town Clerk.
It shall be the duty of the Chief of Police
to direct and supervise the police force; to inform himself of the
fidelity and efficiency of every member thereof; to have charge of
and be responsible for the condition of police headquarters; to receive
from members of the force all complaints of violations of law, and
see that the same are prosecuted; to report all cases requiring a
written complaint to the prosecuting attorney; to designate any supernumerary
police officer to active duty; to keep a roll of the members of the
force; and to report to the Common Council annually, at the conclusion
of each fiscal year, and at such other times as requested, the exact
condition thereof, together with the number and causes of arrest or
detention since the last previous report.

The Deputy Chiefs shall perform the duties assigned
to them by the Chief of Police and shall perform the duties of the
Chief when the Chief is absent from the City or for any reason is
unable to perform the duties of the office of Chief of Police.
It shall be the duty of all sworn personnel
to obey all lawful orders and directions of all superior officers;
to report to the Chief of Police or their superior officers all violations
of the laws of the United States and the State of Connecticut and
the ordinances of the City; to secure the detention, arrest and conviction
of offenders and render all possible assistance to other law enforcement
officers; to serve notices ordered by the Common Council; to keep
open and free from obstruction, by vehicles, crowds or groups of persons
or other things, the streets, sidewalks and public places of the City;
to preserve the public peace and protect life and property; to comply
with the rules and regulations of the Department; and to perform their
duties according to the law.
All uniformed sworn personnel shall wear their
distinguishing badges when on duty.

The Chief of Police, with the Public Safety Commission as provided in §
23-13, shall make regulations necessary and appropriate for the proper administration of the Police Department, including but not limited to the organization and administration of the Department and regulations governing the conduct of members of the Department. Such regulations and any amendments thereto shall become effective on the date provided in the regulation, provided that no such regulation shall become effective until the same has been posted for 10 days on the bulletin board at police headquarters. A copy of the regulations shall be provided to each officer upon appointment. A copy of each amendment shall be provided to each officer. The Chief shall maintain a book or file at police headquarters which shall contain a copy of all regulations in force and which shall be available for public inspection at all times.
No regular police officer shall engage in any
business or employment which interferes or may interfere with his
duties as a police officer.

The Chief of Police, with the Public Safety Commission as provided in §
23-13, shall establish the rates and fees to be charged for special police work.
The Law Enforcement Explorer Post No. 54 may
be sponsored by the Middletown Police Department. The Law Enforcement
Explorer Program shall be under the jurisdiction and supervision of
the Chief of Police.
There is hereby established a petty cash fund
of $200 for the disbursement by the Chief of Police for such purposes
as he deems necessary incident to the work of the Department. The
Director of Finance shall, upon presentation of an order signed by
the Chief of Police, draw a check for that sum at such times as prior
balances are exhausted. The Chief of Police shall, at the time of
presenting his order to the Director of Finance, present a written
report showing for what purposes the prior sums received by him as
petty cash funds have been expended.
