The basic intent of this Part 4 is to control within the Township of Boonton the movement of soil in detriment to the general welfare, including but not limited to the environment, and to protect against hazards to the health, welfare, safety and the property of the residents of the Township of Boonton arising from any and all operations in connection with the movement and transportation of soil within the Township of Boonton.
