A commission is hereby created and established within the City of Cohoes, New York, which shall be known as the "Commission on Cable Television of the City of Cohoes."
The Commission is hereby directed to develop a plan and program and rules and regulations for the solicitation, awarding, maintaining and regulating of a cable television franchise and to report its recommendations to the Common Council of the City of Cohoes, and said Commission shall have all the powers and duties as provided in Article 28 of the Executive Law of the State of New York and the rules and regulations of the Commission on Cable Television of the State of New York adopted pursuant thereto.

A. 
The membership of the Commission on Cable Television of the City of Cohoes shall consist of four members who shall serve terms of four years.
B. 
The members shall select a Chairman who shall serve as such during the term of his appointment.
