No person, firm or corporation shall hang, set,
display or place any goods, wares or merchandise or other personal
property of any kind, name or nature on any street or public place
in the City of Cohoes, New York, except upon the following conditions:
A. Said goods, wares or merchandise or other personal
property shall be placed within two feet of the building line existing
on any said street where said goods are so placed.
B. Said goods shall be placed upon a suitable receptacle
so that they shall be at least 18 inches from the surface level of
said sidewalk.
C. No person shall obstruct any street, sidewalk, driveway
or alley without first obtaining a barricade permit from the Code
Enforcement Director.

This article shall not apply to goods, wares,
merchandise or other personal property which are being unloaded from
a conveyance and which goods, wares, merchandise or other personal
property may occupy any portion of said sidewalk for a reasonable
period during said unloading.

Any person, firm or corporation violating any
of the provisions of this article shall be guilty of a violation and,
upon conviction thereof, shall be liable to punishment by a fine of
not more than $250.
