A Second Deputy Comptroller shall be appointed by the Town Board. The
Town Board shall make such appointment by resolution.
The Second Deputy Comptroller shall serve at the pleasure of the Town
Board for a term, generally one year, which shall expire on December 31 of
each year.
The powers and duties of the Second Deputy Comptroller shall be as provided
below and as further determined by the Town Comptroller. The powers and duties
shall include the following:
A. An employee in this position supervises and coordinates
the activities of the payroll unit in the office of the Comptroller. Work
involves auditing and processing payrolls and payroll deductions for over
1,000 employees. This person shall serve as a liaison on payroll matters between
the Comptroller's office and the various Town departments. Work is to be performed
under the general supervision of the Deputy Comptroller and requires the exercise
of independent judgment and initiative.
B. Supervise and coordinate the activities of the Comptroller's
payroll unit which is engaged in processing Southampton Town payrolls, payroll
deductions and supplemental payrolls.
C. Supervise the record keeping of payroll deduction; payment
of said deductions and tax reporting by departments.
D. Represent the payroll unit at various meetings relating
to payroll procedures.
E. Audit accrued vacation and sick time for employees preparing
for retirement.
F. Reconcile figures for gross payroll and federal, state,
FICA and all other deductions with the general ledger.
G. Prepare various financial reports.
The position of Second Deputy Comptroller shall expire on December 31,
2005, unless renewed by the Town Board through the adoption of a local law.
