It is hereby declared to be in the best interests of public safety, convenience and welfare of the Town of Orange and its citizens to regulate and restrict the parking of vehicles on public highways within the control and limits of said town during the period of time and under the conditions as set forth in §
366-2.
It shall be unlawful at any time during the period between November
1st and April 1st for anyone to park, or allow to be parked, any vehicle in
any street or highway of the Town of Orange in such a way as to hamper and
interfere with the work of removing or plowing of snow or the removing or
sanding of ice from or on such street or highway.
In any prosecution or proceeding hereunder, the registered owner of
any such vehicle shall prima facie be presumed to have parked or to have authorized
the parking of said vehicle in violation of this article.
Any owner, operator, person, firm or corporation violating any of the
provisions of this article shall be fined a sum of not more than $5 for each
such violation.
In addition to the foregoing penalty, any police officer of the Town
of Orange may remove or cause to be removed any vehicle parked in violation
of this article. Before the owner or person in charge of any vehicle is allowed
to remove the vehicle from the place where it has been impounded, he shall
furnish evidence of his identity and ownership, or authority from the owner,
sign a receipt for such vehicle and shall pay the cost of towing.
