All units of housing shall be charged for not
less than a minimum of 5,000 gallons of water monthly, plus a meter
fee also on a monthly basis (e.g., an apartment building or subdivided
house shall be charged not less than the minimum charge for each living
unit it contains. Three units would mean at least three minimums and
three meter fees monthly, etc.).
All units constructed or structures subdivided
into four or fewer units after the enactment of this article shall
be so constructed as to have separate services and water meters for
each individual unit.
