Any person found loitering and idling on the streets, pavements, sidewalks or crossings, or on corners of streets, pavements, sidewalks or crossing thereof, to the obstruction of pedestrians or passengers on the streets, lanes or alleys of the Town, or to the annoyance of any one of the occupiers of adjacent premises, and who shall not remove nor pass on when requested by any person so to do, shall be liable to a fine of $10.
It shall be the duty of the Town Constable to arrest on view every such person found violating this chapter and take such person before the Alderman for a hearing.
The Town Constable shall, upon a request, suppress any games, noisy in their character, by children, on the public streets or sidewalks after nightfall, and upon refusal of any child to cease such game upon request of the Town Constable he or she shall, upon the next day following the offense, or as soon thereafter as possible, be taken before the Alderman for hearing and upon conviction shall be fined the sum of $1.
