No person shall engage in the business of bill posting in the city,
nor distribute in the streets of the city any bill, picture or advertisement,
except as herein specified.[2]
Any person residing or doing business in the city may distribute circulars
or handbills advertising the business in which such person is directly engaged
without a license therefor.
