There shall be a Department of Administration, the Director
of which shall be the Business Administrator.
The Business Administrator, with the approval
of the Mayor, shall establish divisions and offices within the Department
for the effective administration of the functions assigned to the
Department, which are itemized below:
A. Operate an efficient, centralized purchasing operation
in compliance with all applicable state law.
B. Prescribe and install uniform forms and procedures
for budget preparation by all departments, and assist in the review
and analysis of budget requests and in the preparation of the budget
document.
C. Administer the City's personnel program, including
job classification, pay plan, recruitment, training and other personnel
policies, and maintain a complete system of personnel records of municipal
officers and employees.
D. Study, prepare and install methods and systems for
administration of the various departments.
E. Operate a centralized Information Technology Division
on behalf of the various departments and coordinate systems of office
automation.

F. Administer the City's affirmative action program.
G. Administer an effective program for safety, insurance
and loss control for all City departments, including self-insurance
programs in all areas deemed appropriate.
H. Administer a grants management program for the City,
including, but not limited to, the administration of the Community
Development Block Grant Program.
I. Manage telecommunications services on behalf of all
City departments.
J. Perform such other functions as may be assigned by
the Mayor or prescribed by City Council.
K. Operate the Trenton Parking Utility as established in §
2-72, appoint Parking Enforcement Officers, conduct parking enforcement duties authorized in N.J.S.A. 40A:9-154.7 and N.J.S.A. 39:4-139.2 et seq., and perform all functions necessary to maintain and repair parking meters, and collect monies therefrom. The conduct of parking enforcement duties with the Trenton Parking Utility shall not be construed to diminish, supersede or supplant the authority and responsibility of the Police Department as set forth in §
2-58 of this chapter.

The Business Administrator, with the approval
of the Mayor, may designate a member of his/her staff to be Assistant
Business Administrator, who shall act for or in place of the Business
Administrator in his/her absence, and have such other functions, powers
and duties as may be assigned by the Business Administrator.
