Every residential structure and premises located
within the City, used or intended to be used for dwelling purposes,
shall comply with the provisions of this chapter whether or not the
structure shall have been constructed, altered or repaired before
or after November 27, 1963, and irrespective of the registration status
or any permits which shall have been issued for the occupancy of the
structure or premises, for the construction or repair of the structure
or for the installation or repair of equipment or facilities prior
to November 27, 1963.
The provisions of this chapter are to establish
minimum standards for the continued occupancy and use of dwellings
and dwelling units and shall not abrogate the responsibility of any
person to comply with the provisions of zoning, building, fire, safety,
electrical, plumbing or public health ordinances of the City of Trenton
or of any New Jersey licensing statutes.
All repairs, additions, alterations, or replacements
in dwellings, dwelling units or premises to bring such dwellings,
dwelling units or premises into compliance with this chapter shall
conform to all City ordinances governing the construction, replacement,
repair or alteration of such dwellings, dwelling units, premises,
facilities and equipment contained therein.
In any case where a provision of this chapter
is found to be in conflict with a provision of any zoning, building,
fire, safety, electrical, plumbing or public health ordinance of the
City the provision which establishes the higher standard for the promotion
and protection of the health and safety of the people shall prevail.
