The provisions of this Article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
Double-parking or parking of cars more than 12 inches from the curb is prohibited in all streets in the Village of Croton-on-Hudson. All parked cars must be parked parallel to the curb, facing with the direction of traffic and not more than 12 inches from the curb measured from the curbside wheels.
B. 
Parking, standing or stopping is hereby prohibited within 20 feet of any intersection, where posted.
C. 
No person shall park or stand a vehicle of any kind within 20 feet of the driveway entrance of any firehouse or EMS building, namely Washington Engine Firehouse, Harmon Engine Firehouse, Grand Street Firehouse and 44 Wayne Street and, when on the side of the street opposite to the entrance of any firehouse (not including 44 Wayne Street), within 75 feet of said entrance. In addition, the parking of vehicles is hereby restricted to firefighters only on the following streets or parts of streets during the periods as specified:

(1) 
As used in this subsection, the following terms shall have the meanings indicated:
ELECTRIC VEHICLE
Any vehicle that operates exclusively on electrical energy from an off-board source that is stored on board for motive purpose.
HYBRID-ELECTRIC VEHICLE
A motor vehicle which operates by combining an internal combustion engine powered by gasoline or diesel fuel with a battery-powered electric motor.
(2) 
No person shall stop, stand, or park a vehicle other than an electric vehicle or a hybrid-electric vehicle within any space marked or signed as reserved for "electric vehicle charging."
(3) 
It shall be unlawful for such electric vehicle or hybrid-electric vehicle to park in such marked spaces if it is not connected to the charging station.
(4) 
Electric vehicles or hybrid-electric vehicles may be parked in any space designated for public parking, subject to the restrictions that would apply to any other vehicle that would park in that space.
(5) 
The locations described in Schedule XXIII (§ 215-71), attached to and made a part of this chapter, are hereby designated as off-street electric vehicle parking spaces at which only the parking of electric vehicles shall be permitted.

Pursuant to § 1640-a of the Vehicle and Traffic Law of the State of New York, parking in the following areas of the Village of Croton-on-Hudson is hereby prohibited:
(1) 
In designated areas at the Van Wyck Shopping Center, Croton Commons Shopping Center, Shop-Rite Shopping Center, Bari Manor private apartment complex and Sky View Nursing Home.[5]

H. 
Use of parking lot for storage of vehicles.
(1) 
No person shall use any off-street public parking area maintained by the Village or use any public street for the regular storage of a vehicle.
(2) 
As used in this subsection, the following terms shall have the meanings indicated:
PUBLIC PARKING AREA
Any off-street parking area open to the general public and owned or maintained by the Village.
PUBLIC STREET
An official street owned and maintained by the Village as shown on the Official Village Map.
REGULAR STORAGE
The parking of a vehicle for more than 48 hours.
I. 
Parking restrictions in the Asbury Methodist, Merwin Oak and South Harmon municipal lots.

All vehicles are to be parked for periods of not longer than two hours from 8:00 a.m. to 6:00 p.m., Monday through Saturday, except for those eligible to receive a special parking permit. Application forms for special parking permits are available in the Village Office.[6]

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
COMMERCIAL VEHICLE
Any motor vehicle used for business or commercial purposes, such as the transportation of goods, wares and merchandise, including any trailers and semitrailers, tractors, when used in combination with trailers and semitrailers, and special commercial vehicles registered as such.
B. 
No commercial vehicle of over 10,000 pounds' gross vehicle weight or more than 20 feet in length shall be parked on any public street in a district zoned residential or in any Village-owned, -operated and -maintained public parking areas, except for a vehicle delivering goods, wares or merchandise or rendering services to premises in the immediate vicinity thereof.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 215-60), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 215-61), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 215-62), attached to and made a part of this chapter.

A. 
When the ambient temperature is in excess of 32° F., no person shall cause or permit the engine of a motor vehicle, other than a legally authorized emergency motor vehicle performing official duties, to idle for longer than three minutes while parking as defined in § 129 of the Vehicle and Traffic Law, standing as defined in § 145 of the Vehicle and Traffic Law, or stopping as defined in § 147 of the Vehicle and Traffic Law, except when the engine is being used to operate a loading or unloading or processing device.

B. 
When the ambient temperature is in excess of 32° F., no person shall cause or permit the engine of a bus, as defined in § 104 of the Vehicle and Traffic Law, to idle while stopping, parking, or standing unless otherwise required by federal, state, or local regulations to maintain a specific temperature for passenger comfort, in which case the idling time may be increased to the extent necessary to comply with such regulations.
C. 
Penalties for violation of this section shall be found in § 215-30, Parking fines and penalties.
No person shall park a vehicle between the hours specified in Schedule XV (§ 215-63) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVI (§ 215-64) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVII (§ 215-65) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§ 215-66) at any time between the hours listed in said Schedule XVIII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§ 215-67) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XX (§ 215-68), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXI (§ 215-69), attached to and made a part of this chapter, are hereby designated as taxi stands.

A. 
Vehicles shall be allowed to remain standing on any street or public highway within the corporate limits of the Village of Croton-on-Hudson, except when otherwise prohibited by this chapter or any other chapter of the Croton-on-Hudson Code, and except when snow accumulates to two or more inches.

B. 
Upon an accumulation of two or more inches of snow, no vehicle of any kind shall be allowed to remain standing on any street or public highway until the snow has ended and the road has been cleared of snow. Vehicles must be relocated to off-street locations and may be parked on the Village right-of-way area directly in front of the vehicle owner's residence, except that vehicles may not be parked on any part of a street, sidewalk, or curb. All vehicles in violation of this subsection are subject to towing. Vehicles parked in the Municipal Building parking lot, Asbury Methodist parking lot, Merwin Oak parking lot, and South Harmon parking lot must be moved within 12 hours after snow has ended.

C. 
Special hardship permits. In cases where there is no off-street location or right-of-way area which can be used, the Village Manager shall, upon written application on forms to be supplied by him and verification of the applicants special hardship, issue an annual permit granting permission to park motor vehicles on the street or public highway except for certain streets designated by the Village Manager, upon recommendation of the Superintendent of the Department of Public Works, provided that such parking conforms to all other laws and regulations. No permit parking shall be permitted on those streets designated by the Village Manager. Hardship permit holders shall move their vehicles no later than 12 hours after the snow stops.

D. 
Overnight parking. Overnight parking in certain sections of the Municipal Building parking lot is prohibited during snow events as designated by signage.

A. 
Fire lanes, fire hydrants and handicapped parking areas. Any person who violates the parking regulations of the Village pertaining to fire lanes, parking within 15 feet from fire hydrants and designated areas for handicapped persons shall be liable to a fine of not less than $280.
B. 
Any person who violates the regulations as prescribed in § 215-29, Seasonal parking, shall be subject to a fine of not less than $100.
C. 
Any person who violates the regulations as prescribed in § 215-28, Bicycle lanes, shall be subject to a fine of not less than $50.
D. 
Any person who violates the parking regulations in the Croton Harmon Train Station shall be subject to a fine of not less than $40.
E. 
Any person who violates the regulations as prescribed in § 215-20.1, Restrictions on idling of motor vehicles, shall be subject to a fine of not less than $35.
F. 
Any person who violates any other of the parking regulations of the Village shall be liable to a fine of not less than $25.
G. 
Parking fines shall be subject to doubling upon failure to pay within 30 days after the date of issuance; shall be subject to increase by another $20 upon failure to pay within 60 days after the date of issuance; and shall be subject to increase by another $20 upon failure to pay within 90 days after the date of issuance.
