There shall be a Department of Planning, the head of which shall be known as the "Township Planner." Under the direction and supervision of the Township Planner, the Department shall:
A. 
Review all applications for use variances to the Zoning Board of Adjustment.
B. 
Prepare such plans, studies, analysis, surveys and reports which may, from time to time, be necessary to implement municipality's comprehensive Master Plan or to guide governmental policy for the assurance of the orderly and coordinate development.
C. 
Provide staff assistance to the Planning Board and Zoning Board of Adjustment.
D. 
Study the operation and effect of land use controls and their administration within the municipality and report thereon to the Township Manager.
E. 
Advise and assist the Township Manager and Township Council regarding the physical planning and public improvement aspects of any matters related to the development of the municipality.
F. 
Prepare and review the Township Master Plan and housing element, COAH reports and submissions, all regulatory and outside agency interaction, all grant writing, all census reporting, any right to no reporting and recycling tonnage grant applications.
G. 
Advise and assist the Township Manager and Township Council regarding the revitalization of the downtown business area.
H. 
Oversee the Community Forestry Program, Tree City USA, Open Space Community issues, Community Development Block Grant responsibilities, Cross-Acceptance, Public Arbor Celebration and upkeep of all statistical data pertaining to the Township.
The Township Planner shall be appointed by the Township Manager and shall be subject to jurisdiction and control of the Township Manager.
