It is hereby declared to be the legislative intent of the Town Board of the Town of North Hempstead to provide for the imposition of charges for special governmental services wherein such services require special knowledge, personnel or handling by the town.
A. 
The Supervisor and/or the Comptroller of the Town of North Hempstead shall impose a service charge for receiving, handling and disbursing funds and coupons in connection with any securities tendered and deposited in lieu of amounts held as retainers for contracts for public works pursuant to § 106 of the General Municipal Law.
B. 
Basis of charge. Such service charge shall consist of the reasonable charge for the rental of a safe-deposit box at a proper depository. Such charges shall also include the salary of employees engaged in the administration and servicing of the securities deposited at the prevailing hourly rates and such other administrative expenses chargeable to the servicing of the securities.
C. 
Effective date. This article shall be effective upon filing with the Secretary of State of the State of New York.
