In addition to such boards, commissions, committees and agencies as are provided for in the City Charter and elsewhere in this Code, the following boards, commissions, committees and agencies shall function within the City and shall have such powers and perform such duties as may be delegated to them by the Council:

Electrical Board.
D. 
Human Rights Commission.
E. 
Library Board.
F. 
Police Advisory Board.
G. 
Veterans Service Agency.
H. 
Youth Board.
I. 
Zoning Board of Appeals.
A. 
Creation. There is hereby created and established a Board of Ethics to consist of five public members to be appointed by the Council.
B. 
Term of members. Members of the Board of Ethics shall serve for a term of five years with initially staggered terms.
C. 
Residential requirements; political affiliation. Members of the Board of Ethics shall be residents of the City and not more than three of the members shall be of the same political affiliation. A majority of the members shall not be officers or employees of the City. Such Board shall include at least one member who is an elected or appointed municipal officer or employee.

D. 
Compensation. Members of the Board of Ethics shall serve without compensation.
E. 
Chairman. The members of the Board of Ethics shall elect a Chairman who shall serve for a term of one year and until his or her successor is chosen.
F. 
Advisory opinions. The Board of Ethics shall render advisory opinions to City officers and employees on questions of ethical conduct in office. Such advisory opinions shall be rendered pursuant to written request by the Mayor, Councilman or other officer or employee concerned. The Board shall publish its advisory opinions with such deletions as may be necessary to prevent disclosure of the identity of the officer or employee involved, and the City Clerk shall post a copy of each opinion rendered by the Board on a centrally located bulletin board and shall keep an up-to-date file on all such opinions and make copies of such reports available to all interested citizens and groups.
G. 
Hearings. The Board of Ethics shall have the power to hold hearings concerning the application of the Code of Ethics and its violation by officers and employees and may administer oaths.
A. 
Creation; appointment; terms. There is hereby created and established a commission to be known as the “Human Rights Commission,” consisting of nine members to be appointed by the Council. Members of the Commission shall serve for a term of three years.
B. 
Powers and duties. The Human Rights Commission shall have such powers and perform such duties as may be delegated by the Council.
C. 
Representation. The members of the Human Rights Commission shall be representatives of the citizens of the City. Members of the Commission shall be chosen from the various labor, religious, racial, national origin and social groups of the City. Law enforcement and representatives of the City government and such other representatives as the Council may deem advisable shall also be chosen.
D. 
Officers. The Human Rights Commission shall select from its membership a Chairman, and such other officers as it may deem advisable.
E. 
Compensation. The members of the Human Rights Commission shall receive such compensation as prescribed by the Council.
A. 
Composition. The Citizens' Advisory Committee shall consist of 27 members or such other membership as the Mayor shall determine from time to time.
B. 
Duties. The duties and responsibilities of the Citizens' Advisory Committee shall be:
(1) 
To inform themselves of the community activities which are in progress and those activities which are contemplated and the needs for improvement with respect to planning, code adoption and enforcement, housing, public facilities, urban renewal and other workable program activities;
(2) 
To assist in developing objectives and goals for improvement;
(3) 
To inventory the community resources, public and private, present or needed, for accomplishing the objectives set forth herein;
(4) 
To learn and pursue the methods and means for achieving the determined goals for improvement; and
(5) 
To serve as the medium for bringing private resources into the program.
C. 
Compensation. The members of the Citizens' Advisory Committee shall serve without compensation.
A. 
Establishment of board. A Youth Board is hereby created for the City of Lackawanna. Members of the Board shall be appointed by the Mayor.
B. 
Composition of the Board.
(1) 
The Board shall be deemed part of the office of the Mayor and shall consist of 15 members to be known as the “Youth Board of the City of Lackawanna.”
(2) 
Thirteen members of said Board shall be appointed by the Mayor for terms of five years and two members of said Board shall be appointed by the Mayor for terms of two years. The first members shall be appointed as follows: two for a term of one year; four for a term of two years; two for a term of three years; two for a term of four years; five for a term of five years; provided, however, that any appointment made to fill a vacancy caused by the death, resignation or removal of a member shall be for the balance of said member's term. The Board shall designate the Chairman of said Board from among its members and may, from time to time, change said designation.[1]

(3) 
The Youth Board shall be representative of the clientele it serves. Lay citizens shall comprise at least 50% of the total membership of the Youth Board and be representative of such key interests as social agencies, business, private nongovernmental youth organizations, industry and labor. Public officials may comprise the remainder of the Youth Board's membership and should include representatives of disciplines directly concerned with the welfare of youth such as the Superintendent of Schools, and the Commissioner of Health, Mental Hygiene, Police and Social Services.
C. 
Powers and duties. The Youth Board shall have such powers and perform such duties as may be delegated to it from time to time by the Council.
D. 
Compensation. The members of the Youth Bureau shall serve without compensation.
