As used in this chapter, the following terms
shall have the meanings indicated:
EMERGENCY MANAGEMENT
All measures undertaken by or on behalf of the state and
its subdivisions to prepare for and minimize the effect of enemy action
and natural or man-made disaster upon the civilian population and
also to effectuate emergency repairs to, or the emergency restoration
of, vital public utilities and facilities destroyed or damaged by
such action or disaster.
The Emergency Management Coordinator shall perform
the following duties:
A. Develop and promulgate emergency management plans
consistent with state plans.
B. Direct local emergency management training programs
and exercises.
C. Maintain liaison and cooperate with emergency management
agencies and organizations of other political subdivisions and of
the state and federal governments.
D. Coordinate all activities for emergency management
within the City.
E. Perform other duties in emergency management as required
by the Council.
F. Ensure communication between all City departments
and Dodge County.

An Assistant Emergency Management Coordinator
shall be appointed by the Emergency Management Coordinator, confirmed
by the Council, and shall assist in any responsibility designated
by the Coordinator.
In preparing and executing the emergency management
plan, the Coordinator shall utilize the services, equipment, supplies
and facilities of the existing departments and agencies of the City
to the maximum extent practicable. When the Council has approved the
plan, all municipal agencies and departments of the City shall perform
the duties and functions assigned by the approved plan.
Whenever necessary to meet an emergency for
which adequate regulations have not been adopted by the Council, the
Mayor, the Council or the Emergency Management Coordinator may proclaim,
promulgate and enforce orders, rules and regulations relating to the
conduct of persons and the use of property which are necessary to
protect the public peace, health and safety, to preserve lives and
property, and to ensure cooperation in emergency management activities.
