The City Council shall have the sole authority to appoint members to any advisory body. The Council shall determine the length of term for which any member is appointed. All members of any advisory body shall serve at the will of the City Council and may be removed without cause. The City Council shall have the authority to determine the number of members of each advisory body it appoints. Any City staff member, as deemed necessary or advisable by the City Council, may be appointed to be an ex officio member of the advisory body.

Sixty days prior to the expiration of the term of a member of an advisory body, for which reappointment or a new appointment would be required, City staff is authorized to publish for such vacancy.

§ 8-3 Residency requirement.

No less than 2/3 of any advisory body must be made up of persons residing within the City limits of Isanti.

§ 8-4 Organization.

Advisory bodies shall organize themselves, elect a Chair and a Vice Chair, and determine their meeting dates by majority vote of members. All advisory bodies shall appoint a secretary to take official minutes. All meetings of advisory bodies shall be public meetings. A meeting quorum shall consist of a simple majority of the members appointed. An advisory body may meet without a quorum of the members but may make no official recommendations without a quorum. The City Council shall have the authority to change the organizational decisions of any advisory body it appoints.

§ 8-5 Authority and purpose.

No advisory body shall have any authority other than to make recommendations to the City Council. Not withstanding this provision, advisory bodies may hold public hearings with the consent of the City Council. The purpose of each advisory body shall be determined by the City Council.

§ 8-6 Planning Commission.

A Planning Commission is hereby established for the City of Isanti.

The Planning Commission's purpose shall be to review and make recommendations to the City Council on all matters relating to physical development, including but not limited to proposed subdivisions, site plans, variances, conditional use permits, and ordinance interpretations. The Planning Commission shall annually review the capital improvements program and periodically review all development-related ordinances and plans and make recommendations to the City Council.

The City Council shall have sole authority to appoint members to the Planning Commission. All members of the Planning Commission shall serve at the will of the City Council and may be removed without cause. The number of members for the Planning Commission shall be seven. Appointment to the Planning Commission shall include the Mayor and four City Council members, and the remaining members shall be citizens at large. Any City staff, as deemed necessary or advisable by the City Council, may be appointed to be non-voting ex officio members of the advisory body.

The residency requirement, when selecting members of the Planning Commission, shall be that it is made up of seven persons residing within the City limits of the City of Isanti.

Terms; vacancies.

The appointees from the citizens at large shall be appointed to serve staggered terms of three years, except as noted below, commencing on the first day of January in the year of appointment. Upon expiration of a term, the appointee shall continue until reappointed or a successor is appointed. Initial appointments pursuant to this section shall be as follows: one appointee shall be appointed for the term of one year; and one appointee for the term of two years.

The Mayor and four Council members shall serve on the Planning Commission for a one-year term to expire on December 31 of each year.

Absence from any three meetings in a twelve-month period, unless excused in advance by the Chair, constitutes a vacancy. In the event of any vacancy, the City Council shall appoint a person to complete the unexpired term.

Age requirement. All appointees to the Planning Commission shall be 18 years of age or older.

§ 8-7 Parks and Recreation Board.

A Parks and Recreation Board (formally named Parks, Recreation, and Culture Board) is hereby established for the City of Isanti.

The Parks and Recreation Board's purpose shall be to review and make recommendations to the City Council on all matters pertaining to park development and recreation, including but not limited to park design plans, equipment purchases, and development of recreational opportunities. This includes all existing park grounds, open space, recreational facilities, and buildings, including the community center. The Parks and Recreation Board will also review and make recommendations on items pertaining to City events, community art exhibits, artistic structures, and the future development of programs and policies of cultural and artistic significance to the community. The Parks and Recreation Board shall annually review the capital improvements program and periodically review all adopted plans as they relate to the responsibilities assigned to the Board. The Parks and Recreation Board shall function as the Tree Board for the City of Isanti.

On park dedication matters, the Parks and Recreation Board shall be responsible for recommending whether to accept money or land for parks and for determining the general location for parks.

The City Council shall have the sole authority to appoint members to the Parks and Recreation Board. All members of the Parks and Recreation Board shall serve at the will of the City Council and may be removed without cause. The number of members for the Parks and Recreation Board shall be seven and one student representative. The student representative shall be a high school student (ages 14 to 18), a resident of the City of Isanti, and have an interest in local government and/or park and recreation issues. Appointment to the Parks and Recreation Board shall include one City Council member, and the remaining members shall be citizens at large. Any City staff, as deemed necessary or advisable by the City Council, may be appointed to be ex officio members of the advisory board.

The one member who is a Council member to be appointed by the City Council shall be appointed for a one-year term to expire on December 31 of each year.

No more than three absences of any kind, whether excused or unexcused, shall be permitted in a twelve-month period. Absence from more than three meetings constitutes a vacancy. In the event of any vacancy, the City Council shall appoint a person to complete the unexpired term.
