Pursuant to § 62.23(2) and (3), Wis.
Stats., for cities, villages, and towns exercising Village powers
under § 60.22(3), Wis. Stats., the Village of New Glarus,
is authorized to prepare and adopt a comprehensive plan as defined
in § 66.1001(1)(a) and 66.1001(2), Wis. Stats.
The Village Board of the Village of New Glarus,
Wisconsin, has adopted written procedures designed to foster public
participation in the preparation of a comprehensive plan as required
by § 66.1001(4)(a), Wis. Stats.
The Plan Commission of the Village of New Glarus,
by a majority vote of the entire commission recorded in its official
minutes, has adopted a resolution recommending to the Village Board
the adoption of the document entitled "Village of New Glarus Comprehensive
Plan" containing all of the elements specified in § 66.1001(2),
Wis. Stats.
The Village has held at least one public hearing
on this chapter, in compliance with the requirements of § 66.1001(4)(d)
Wis. Stats.
The Village Board of the Village of New Glarus,
Wisconsin, does, by enactment of this chapter, formally adopt the
document entitled "Village of New Glarus Comprehensive Plan" pursuant
to § 66.1001(4)(c) Wis. Stats.

This chapter shall take effect on December 20,
2005, upon passage by a majority vote of the members-elect of the
Village Board and publication as required by law. An update to the
Comprehensive Plan was adopted by the Village Board via Ord. No. 16-05
(copy on file at the Clerk's Office) on December 20, 2016 and
completely replaces the 2005 Comprehensive Plan, its Peripheral and
Extraterritorial Plan component, and all amendment thereto.

A. The Village
Board and Plan Commission, subsequent to adoption of the Village of
New Glarus Comprehensive Plan on December 20, 2005, has identified
the need to amend and enhance that plan to correspond with updated
conditions in the community.
B. The Village
of New Glarus Peripheral and Extraterritorial Area Plan is an amendment
to and detailed component of the Village's comprehensive plan, pursuant
to § 66.1001(4)(c), Wis. Stats. The Village Board first
adopted the Peripheral and Extraterritorial Area Plan as a detailed
component of the Village’s comprehensive plan on May 5, 2009,
following the procedures within § 66.1001, Wis. Stats.,
including a Plan Commission recommendation and public hearing. The
Village Board subsequently amended the Peripheral and Extraterritorial
Area Plan on September 18, 2012, again following procedures within
§ 66.1001, Wis. Stats., with such 2012 amendments taking
effect only upon Wisconsin Department of Administration approval of
a “cooperative plan” between the Town and Village of New
Glarus pursuant to § 66.0307, Wis. Stats.
C. The Village Board of the Village of New Glarus, by Ordinance 2016-05,
dated December 20, 2016, adopted an update to the Village of New Glarus
Comprehensive Plan pursuant to § 66.1001(4)(c), Wisconsin
Statutes, completely replacing the 2005 Comprehensive Plan, its Peripheral
and Extraterritorial component, and all amendments thereto.
