There is hereby created a Department of Recreation
for the Borough of Collingswood which shall be supervised by an appointee
of the Borough Commissioners. The Department of Recreation shall offer
recreational programs for the residents of the Borough of Collingswood
and other persons.

The Department of Recreation shall be responsible
for organizing and supervising recreational programs within the Borough
and shall determine the fees to be charged for such recreational programs.
Fees shall be charged to provide the necessary funds for the organization
and supervision of the recreational programs and to maintain the playgrounds
and recreation places within the Borough. Participation in the following
recreation programs of the Department of Recreation shall require
payment of the following fees:
