Whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or involves an extraordinary expenditure of time and effort to accommodate the request, the Borough will charge, in addition to the actual cost of duplicating the records, a special service charge that shall be based upon the actual direct labor cost of providing the copy or copies. In the event the amount paid exceeds the actual cost incurred in accommodating the request, the Borough shall refund the balance to the requestor. [Amended 8-15-1994 by Ord. No. 1058]
All fees and charges established by § 241-1 hereof shall be collected by the appropriate department of the Borough of Collingswood, which shall issue consecutively numbered receipts therefor.

Nothing herein contained shall be construed as giving to anyone the right to obtain copies of photographs, information, statements or reports when, in the opinion of the Chief of Police, the same should be restricted and held as confidential in the interest of justice. In any such case where a restriction is imposed by the Chief of Police, said restriction may be lifted by an order of a court of competent jurisdiction or by the written order of the Attorney General, the County or Municipal Prosecutor or the Director of Public Safety.
No charge shall be made for copies of photographs, reports, statements or other documents which the Police Department shall be required to give or make to any public officer or law enforcement authority or which may be given to aid any public officer or law enforcement authority in the enforcement of the law.
