The following fees and charges are hereby established pursuant to statutory authority for copies of photographs, reports and other documents to be furnished by the Borough of Collingswood.
A.
The fee charged for copies of government records shall be the actual cost incurred for photocopying such records and the actual cost incurred for postage.
C.
Whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or involves an extraordinary expenditure of time and effort to accommodate the request, the Borough will charge, in addition to the actual cost of duplicating the records, a special service charge that shall be based upon the actual direct labor cost of providing the copy or copies. The service charge must be paid in advance. The requestor shall have the opportunity to review and object to the charge prior to it being incurred. The requestor shall have the opportunity to review the special service charge prior to payment. In the event the amount paid exceeds the actual cost incurred in accommodating the request, the Borough shall refund the balance to the requestor. In the event that the actual cost incurred in accommodating the request is more than the amount paid, the requestor shall pay the balance due prior to the release of the documents.
D.
Every citizen of this state shall have the right, during regular business hours and under supervision, to inspect and copy such reports and shall also have the right in person to purchase copies of the reports at the same fee established by Section 6 of P.L. 2001, c. 404 (N.J.S.A. 47:1A-5). If copies of reports are requested other than in person, an additional fee of $5 may be added to cover the administrative costs of the report.
