A. 
The request of the Board of Directors of the corporation owning the land and buildings known as the "Heights of Collingswood" that the provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated be made applicable to the semipublic or private roads, streets, driveways, trails, terraces, bridle paths, parkways, parking areas or other roadways open to or used by the public, tenants or employees of the various buildings and lands thereof is hereby approved.
B. 
It shall be unlawful for the owners or drivers of automobiles or other vehicles to park their said automobiles or other vehicles in any of the following designated sections or the drives, streets or roads of the above-defined Heights of Collingswood:
(1) 
The circle drives in front of Towers A, B, C and D.
(2) 
On either side of the roadway from Collings Avenue to the north entrance of Heights of Collingswood garage, from the garage entrance to the distance of 55 feet northerly thereof.
(3) 
Within the three-thousand-square-foot area at the end of the roadway at the rear of Tower A, adjacent to the loading platform.
(4) 
Within the three-thousand-square-foot area at the end of the roadway at the rear of Tower B, adjacent to the loading platform.
(5) 
Within the three-thousand-square-foot area at the end of the roadway at the rear of Tower C, adjacent to the loading platform.
(6) 
Within the three-thousand-square-foot area at the end of the roadway at the rear of Tower D, adjacent to the loading platform.
(7) 
On either side of the roadway from Newton Lake Drive to the south entrance of Heights of Collingswood garage.
(8) 
Along the southerly curbline of the Heights of Collingswood roadway, which runs parallel to Newton Lake Drive from Browning Road to White Horse Pike, from Browning Road for a distance of 50 feet westerly thereof.
(9) 
Within the driveway which connects the roadway running parallel to Collings Avenue with the parking lot which runs parallel to White Horse Pike.
(10) 
Within the driveway which connects the roadway running parallel to Newton Lake Drive with the parking area which runs parallel to White Horse Pike.
(11) 
Within the designated handicapped parking slots unless displaying handicapped registration plates or stickers.
(12) 
On either side of the roadway from Browning Road to the service entrance of Tower D.
C. 
A loading and unloading zone for a distance of 30 feet to the east of the loading platform between Tower B and Tower D is hereby established and shall be restricted to vehicles loading and unloading from said platform for a period not to exceed 30 minutes.
D. 
All restricted parking zones and all crosswalks mentioned herein shall be clearly marked in the manner provided by law.
E. 
The following roadways are hereby designated as through streets in accordance with N.J.S.A. 39:4-140, and all roadways intersecting with said through streets shall be yield intersections. All intersecting roadways with said designated through streets shall have yield-right-of-way signs erected and maintained on the rear right side of the same. All drivers of automobiles or other vehicles approaching said yield intersections shall yield to those persons on the through street, in the manner set forth in N.J.S.A. 39:4-144 and 39:4-145. Designated through streets are:
(1) 
The roadway from Collings Avenue to the north entrance of Heights of Collingswood garage.
(2) 
The roadway from Browning Road to the loading platform between Tower B and Tower D.
(3) 
The roadway from Newton Lake Drive to the south entrance of Heights of Collingswood garage.

The provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated shall apply to the land and buildings known as the "Scottish Rite Theatre and Ballroom," including all surrounding areas, roadways, including semipublic and private roads, driveways, parkways, parking areas and any open space intended for use by members of the public, tenants, invitees, licensees, agents, representatives or employees.
B. 
It shall be unlawful for the owners or operators of any automobile or other motor vehicle subject to the provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated to park any automobile or other motor vehicle in any area of the Scottish Rite Theatre and Ballroom which has been designated as a no-parking area.

The provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated[1] and all parking ordinances of the Borough of Collingswood shall apply to the land and buildings of the apartment building located at 30 Washington Avenue and known as "Collingswood Arms," including all surrounding areas, roadways, including semipublic and private roads, driveways, parkways, parking areas and any open space intended for use by members of the public, tenants, invitees, licensees, agents, representatives or employees.

B. 
It shall be unlawful for the owners or operators of any automobile or other motor vehicle subject to the provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated and all parking ordinances of the Borough of Collingswood to park any automobile or other motor vehicle in any area of Collingswood Arms which has been designated as a no-parking area.

The provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated and all parking ordinances of the Borough of Collingswood shall apply to the land and buildings located at 756 Haddon Avenue and known as "Zane School," including all surrounding areas, roadways, including semipublic and private roads, driveways, parkways, parking areas and any open space intended for use by members of the public, tenants, invitees, licensees, agents, representatives or employees.
B. 
It shall be unlawful for the owners or operators of any automobile or other motor vehicle subject to the provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated and all parking ordinances of the Borough of Collingswood to park any automobile or other motor vehicle in any area of Zane School which has been designated as a no-parking area.

The provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated and all parking ordinances of the Borough of Collingswood shall apply to the land and building of the apartment building known as "Parkview Apartments" including all surrounding areas, roadways, including semipublic and private roads, driveways, parkways, parking areas and any open space intended for use by members of the public, tenants, invitees, agents, representatives or employees.
B. 
It shall be unlawful for the owners or operators of any automobile or other motor vehicle subject to the provisions of Subtitle I of Title 39 of the New Jersey Statutes Annotated and all parking ordinances of the Borough of Collingswood to park any automobile or other motor vehicle in any are of Parkview Apartments which has been designated as a no-parking area or designated as residence-only parking.

A. 
The provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated and all parking ordinances of the Borough of Collingswood shall apply to the land and building and specifically including the parking lot, all of which is identified as Lot 15, Block 96.01, on the Tax Maps of the Borough of Collingswood, more commonly known as 664-668 Haddon Avenue, including all surrounding areas, roadways, including semipublic and private roads, driveways, parkways, parking areas and any open space intended for use by members of the public, tenants, invitees, agents, representatives or employees.
B. 
It shall be unlawful for the owners or operators of any automobile or other motor vehicle subject to the provisions of Subtitle 1 of Title 39 of the New Jersey Statutes Annotated and all parking ordinances of the Borough of Collingswood to park any automobile or other motor vehicle which is disabled, stolen, abandoned, or involved in suspected criminal activity in any area of the parking lot and surrounding property at 664-668 Haddon Avenue.
C. 
All vehicular ingress to the parking lot and surrounding area at 664-668 Haddon Avenue shall be from Haddon Avenue, and all vehicular egress from the property shall be from the rear of the property exiting toward Atlantic Avenue.
D. 
All vehicular traffic proceding through the parking lot at 664-668 Haddon Avenue shall be one way, flowing from Haddon Avenue toward Atlantic Avenue.
A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
FLAMMABLE OR COMBUSTIBLE LIQUIDS
Gasoline, kerosene, benzine, naphtha and fuel oil.
PARK
To leave any truck, trailer or semitrailer unattended either on public or private property, whether within or without any garage, shed or other structure.
B. 
It shall be unlawful for any person to park or leave unattended any truck, trailer or semitrailer designed or constructed and used for the purpose of transporting flammable or combustible liquids, whether or not the same shall be loaded, for a period in excess of one hour, within 100 feet of any dwelling in the Borough of Collingswood.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
COMMERCIAL VEHICLE
Any motor vehicle used for commercial purposes, in interstate commerce, for the transportation of persons for hire, compensation or profit. The display of commercial, omnibus or constructor registration plates on any motor vehicle shall, for the purposes of this section, be prima facie evidence that the vehicle is a "commercial vehicle."
GROSS VEHICLE WEIGHT
The combined weight of the vehicle and the rated pay load. For the purposes of this section, the gross weight as stated on the vehicle's registration certificate shall be prima facie evidence of the vehicle's "gross vehicle weight."
RESIDENTIAL, PROFESSIONAL OFFICE AND CENTRAL BUSINESS DISTRICT ZONES
All areas of the Borough of Collingswood designated on the Zoning Map of the Borough of Collingswood as residential, professional office and business districts.
B. 
The parking, storing or garaging of any commercial vehicle with a gross vehicle weight of 10,000 pounds or more is prohibited within the residential, Professional Office and Commercial Business District zones of the Borough.
C. 
The parking, storing or garaging of any commercial-type equipment, including but not limited to trailers, chippers, mixers, backhoes and bulldozers, is prohibited within the residential, Professional Office and Commercial Business District zones of the Borough.
D. 
Recreation vehicles and equipment, including but not limited to boats, trailers and campers, may be parked, stored or garaged within the residential, Professional Office and Commercial Business District zones as long as they are parked, stored or garaged to the rear of the front building line of a dwelling, or are not visible from the street.
E. 
Nothing herein, however, shall prohibit the temporary parking of a commercial vehicle for the purpose of performing services or making pickups or deliveries in the regular course of business.

No person shall park a vehicle on unimproved property in the Borough.
