A History Board is hereby created and established pursuant to the authority of N.J.S.A. 40A:63-7.

Members of the History Board shall be appointed by the Township Committee on motion. The History Board shall consist of nine members and two alternate members.
A. 
One member, who shall be a member of the Delanco Township Committee, to be appointed to a term of one year. If said member's term on the Township Committee expires prior to the expiration of the one-year term on this Council, the term on this Council shall be coterminous with the member's term on the Township Committee. In said event, another member of the Township Committee shall be appointed to serve the unexpired term of the previous member.
B. 
One member, who shall be a member of the Delanco Township Joint Land Use Board, to be appointed to a term of one year. If said member's term on the Joint Land Use Board expires prior to the expiration of the one-year term on this Council, the term on this Council shall be coterminous with the member's term on the Joint Land Use Board. In said event, another member of the Joint Land Use Board shall be appointed to serve the unexpired term of the previous member.
C. 
Seven members of the citizenry of Delanco Township, of at least 18 years of age. Four members (designated as members Three, Four and Five and Six) shall be appointed to initial terms of two years, and thereafter to terms of three years. The remaining three members (designated as members Seven, Eight and Nine) shall be appointed to initial terms of one year, and thereafter to terms of three years.
D. 
Two alternate members of the citizenry of Delanco Township, at least 18 years of age, shall be appointed to terms of three years. Initial appointments of the alternates will be retroactive to January 1 of the year of appointment.
Any vacancy created other than by expiration of a term shall be filled for the remainder of the unexpired term only and in accordance with the general requirements of the membership position being filled.
Any member that moves out of the Township shall immediately vacate and forfeit his or her membership on the History Board, and the seat shall be deemed vacant until an appointment is made by the Township Committee to fill the unexpired term of the vacated seat.
The purpose of the History Board is:
A. 
Create an inventory of historic sites within the municipality and gather information with regard to their historic character;
B. 
Recommend and prioritize historic sites for potential acquisition within the municipality, whether through the recently adopted open space tax approved by the voters or other funding;
C. 
Promote the history of Delanco Township and its historic sites;
D. 
Recommend any lesser means of preservation that may be instituted to ensure the continuation of historic sites; and
E. 
To submit a semiannual report to the Township Committee regarding its activities over the prior six months and, if requested, appear before the Township Committee for the discussion of same.
The Township Committee may, if necessary, appropriate funds for use by the History Board to meet its stated purposes, and expenses of the Board shall not exceed the funds appropriated by the Committee.
The History Board shall provide for its own internal organizational rules and procedures as it deems desirable and shall organize immediately.

Before any demolition permit is issued, the Construction Official shall notify the Delanco Township History Board of the application and the proposed timetable for the demolition so that the Board can arrange to have photographs taken of the building in order to preserve the history of Delanco Township. The applicant shall be requested to cooperate with the Board by allowing access to the building for such purposes. The requirement to notify the History Board may be waived where the Construction Official determines that the public health and safety requires the immediate demolition of the building.
