A.
A snow emergency shall exist and no vehicle shall be parked on any street or highway within the Township of Delanco whenever a forecast for the Philadelphia area predicting an accumulation of two inches or more has been broadcast on television or radio or published in the Burlington County Times. Said forecast will serve as formal notice of a snow emergency. Posting of emergency no-parking signs and notification of vehicle owners as outlined in § 295-21 will be waived for snow emergencies.

Whenever parking shall be prohibited under this section, and in order to facilitate the plowing and removal of snow accumulation, the occupants of a property that has off-street parking are required to remove all vehicles from the street or highway. Vehicles of the property owner may be temporarily parked on the landscaped front yard portion of a property where vehicles cannot be accommodated by off-street parking. In areas where sufficient off-street parking is not available, all vehicles must be moved to plowed areas within 12 hours at the end of the snowfall.

The parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic or with snow plowing or removal operations.
D.
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the costs of the removal and storage which may result from the removal before regaining possession of the vehicle.
