No person residing within the borough shall use a bicycle within the
borough limits without first having obtained a license therefor and having
affixed thereto the registration plate provided for in this section.

The Borough Manager shall provide the Police Department with an application
form, a registration card and a registration plate. A license fee for each
bicycle shall be as set from time to time by resolution of the Borough Council and shall be paid at the time a registration tag is applied for.
Registration plate shall be fastened to the frame of the bicycle in a conspicuous
position. Registration plates shall be permanent and need not be replaced
except when worn out or defaced so as to be illegible or except when the seal
affixed thereto by the Police Department becomes broken.
The Police Department shall, upon application being made therefor, issue
a registration card and plate upon first having examined each applicant as
to his ability to ride safely and upon being satisfied as to the safe mechanical
condition of the bicycle under such tests as the department shall reasonably
establish.

A bicycle being used without a registration card or plate or in such
condition as to be unfit for safe operation may be impounded by the Police
Department until such time as the owner meets with the requirements of this
section and shall not be returned except upon the payment of a fee as set
from time to time by resolution of the Borough Council.
The Borough Manager shall cause to be issued and delivered to each licensee
a printed copy of safety rules and regulations for the use of a bicycle and
particularly those provided for in N.J.S.A. 39:4-10 et seq.
No registration card or tag shall be transferable ut a licensed operator
may use, with the permission of the owner, a licensed bicycle.
All bicycles regulated by this section shall be licensed on or before
the first day of January in each year. Once the license has been issued, a
new license need not be applied for except upon the transfer of ownership
of the bicycle.
The intention of this chapter is not the prosecution of children but
the education and training of them for their own and the community's welfare.
A continued willful refusal to comply with the safety regulations promulgated
by the Police Department may subject the offender to the authorities having
jurisdiction over juvenile matters.
Any person 17 years of age or older who violates any of the provisions of this chapter shall be liable to the penalty stated in Chapter
1, General Provisions, Article
III.
