NOTE: The set fees, up to a two-inch pipe, will include the corporate stop and the tapping of the main. For three-inch through ten-inch pipe, the cost of installation shall be borne by the applicant.
C. 
Service lines shall be furnished and installed by a licensed plumber contracted by the applicant, subject to inspection and approval by the Department for the work outlined in § 241-14.
D. 
Maintenance of service line shall be performed by the Department on that portion of the line between the water main to and including the curb valve. The balance of the service line will be the responsibility of the applicant.
Where a building originally built as a single building and fitted with one service pipe, but capable of being divided by sale or otherwise, has been or may hereafter be subdivided, the separate divisions so made must be connected with the mains by separate service pipes within 30 days from the date of notification by the Department so to do.
The owner of the property to which a service connection is laid shall be required to maintain at his/her own expense the service connection from the curbline to the premises, including all fixtures therein provided for delivering or supplying water for any purpose.
Private mains supplying premises on a street in which no public main exists shall be not less than one inch in diameter. Material for the pipe shall be copper of a quality as approved by the Department. Private mains shall be separately controlled by a gate valve to be placed where directed by the Department.
If a branch connection to a private main is to be abandoned, it shall be disconnected at the stopcock in the tee connection to the private main, and a solid plug inserted in the outlet of the stopcock. This work shall be performed by a licensed plumber at the owner's expense and under permit from the Department.
No permit will be issued to alter or repair a private main supplying buildings facing on a street in which a public main is in service. Notices shall be sent to the owners of such property to disconnect from the private main, separately connect to the public main and plug the tap controlling the private main, the Department reserving the right to disconnect private main from public main.
When tests made by the Department indicate a leak in a service pipe, a notice to repair will be served upon the owner or occupant. If the notice is not complied with, the Department will shut off the tap controlling the service pipe at the expense of the owner.
No person shall attach, alter or extend any water pipe, or make any alteration in any tap, stop or other fixtures, nor do any work calculated to increase the facilities for using water, nor turn on or off the connection to the main or at the curb, unless he/she is registered as a licensed plumber and has filed an application and received a permit for this work.
Service of water may be discontinued for any of the following reasons:
A. 
For neglecting to make advance payment or for nonpayment for water service, or any other charge accruing under the application.
B. 
For failure to maintain in good order service pipe, backfill or repair over pipe trench, or meter owned by the applicant.
C. 
For tampering with any service pipe, meter, curb stop or seal of any other appliance belonging to the Department.
D. 
For refusal of reasonable access to property for purposes of inspecting or for reading meters.
A. 
All service lines shall be installed in such a manner that a meter will not be more than two feet from the point of entry to the premises. Valves shall be installed at this point as follows:
(1) 
One ball valve on the street side of meter.
(2) 
One ball valve with drain on the house side of meter.
B. 
Installation fees.
(1)

For two-inch and over, meter must be supplied and installed by the applicant as specified by the Water Department.
(3) 
Five-eighths-inch remote reading meters will be installed, at original construction or the installation of new service, at the charge set forth above. Replacement of five-eighths-inch meters with five-eighths-inch remote meters shall be undertaken by the Borough, without charge, providing that the existing meter has not been damaged by act of the owner. The superintendent of the Department of Public Works shall determine a schedule for the replacement of existing meters, establishing the approximate time for replacement, and listing the locations where meters are to be replaced. Request for conversions from individual consumers will be considered on an emergency basis only. Larger remote reading meters will be at cost plus installation.
The Borough of Fair Lawn as represented by the Department will use all diligence and reasonable care to provide a constant supply of water to the consumers, but in event of failure to do so, or owing to accident, or shutting off for accidents, repairs, extensions, alterations or any other necessity that may arise, or neglect to notify consumers of said failures or accident or purposes of shutting off the water supply, the Borough or the Department shall not be liable to any consumer, nor for any damage resulting from the elements, or any accident, failure or breakage of pipes, or any cause beyond the control of the Borough or the Department.
