The State of New Jersey has enacted the Emergency Fuel Oil Delivery Act,[1] and the Mayor and Council of the Borough of Fort Lee adopted by reference the provisions of the Emergency Fuel Oil Delivery Act which enables the governing body to provide that the local Health Officer or other officer designated by the Mayor shall, whenever necessary to protect the health and safety of residential tenants, implement all of the provisions of Chapter 170, 1980 (A-627, adopted May 19, 1980), known as the "Emergency Fuel Oil Delivery Act."
