There shall be a Administrator of the Municipal Court of the City of Garfield, Bergen County, who shall be appointed by the City Manager and who shall perform such functions and duties as shall be prescribed for him by law, the rules applicable to municipal courts and by the Municipal Judge. His duties shall include but not be limited to:
A. 
Court Administrator.
(1) 
Prepare all complaints, criminal and, when necessary, traffic.
(2) 
Properly process, maintain and file all court records.
(3) 
Receive and receipt all payments of fines, costs and bail and enter into cash book; make the necessary disbursements by check to the state, county and/or municipality.
(4) 
Set up court calendars and preparation for trial.
(5) 
Notify and subpoena all state witnesses.
(6) 
Forward necessary reports to the administrative office of the courts, Department of Motor Vehicles, County and Municipal Treasurer.
(7) 
Forward all indictable offenses to the Prosecutor's office upon referrals from the Municipal Court for grand jury action.
(8) 
Forward all notices of appeals within five days to the County Clerk of the county where the appeal is being taken, with all exhibits and a transcript of the entire docket.
(9) 
Prepare all bail recognizance and forward to the County Clerk, along with grand jury indictable offenses.
(10) 
Forward all necessary papers and transcripts to the Probation Department for persons placed on probation by the Court.
(11) 
Maintain traffic and criminal docket books in continuity, with a complete record from the issuance to disposition of complaint on current basis.
(12) 
Prepare jackets on all complaints, with notations properly noted and filed in correct sequence.
(13) 
Prepare all necessary correspondence from the Court.
(14) 
Forward and report all narcotic offenses to the state and maintain a file and registration of all narcotic offenders.
(15) 
Be prepared and on call at all times for the processing of complaints, warrants, commitments and all instruments pertaining to court procedures.
(16) 
Maintain general cash book of all receipts, disbursements and miscellaneous and deposit all cash received by the Court.
(17) 
Maintain dignity and decorum in the Court at all times.
B. 
Violations Bureau.
(1) 
Accept all fines and costs prior to trial on all traffic offenses listed on violations schedule, signed by the Judge and the Assignment Judge.
(2) 
Further pursue on failures to appear, with a state form and warrants for apprehension.
(3) 
Obtain drivers' abstract records from Trenton, listing driving record for court information.
(4) 
Report to Trenton, on the Judge's report card, all nonparking violations and a complete description and disposition of each offense under the point system.
C. 
Bail Interviewer.
(1) 
Interview an accused for release in his own recognizance, if qualified under present point schedule.
(2) 
Necessary process of interview, which includes investigation of the accused, prior record, family ties, employment, residence, total time in the state (business or other ties) and physical condition (if aged, disabled or in poor health).
(3) 
Score, interview and check investigation thoroughly by personal contact. (In order to qualify under the point system, the accused must meet six verified facts out of a possible 15 points.)
The Municipal Court Administrator of the City of Garfield shall receive an annual salary to be established from time to time by the City Council in the Salary Ordinance[1] and be paid as other City employees are paid.
