No person or persons, firm or corporation shall exhibit or cause to
be exhibited in the City of Garfield any traveling or other shows, carnivals
or menagerie, or cause to be given any exhibitions of whatsoever nature, or
cause to be maintained or conducted any outside show, carnival, menagerie
or other performance, and the governing body or the Mayor of the City of Garfield
is hereby prohibited from issuing any permits therefor.

Any church or other charitable organization may conduct a bazaar on
its own premises or on an abutting street adjacent to the church or main building
of the church or charitable organization; provided, however, that such bazaar
shall in no way contain lewd or obscene girlie shows or any other device or
amusement which is dangerous or injurious to the health and welfare of the
citizens of the City of Garfield.
No owner, occupant or other person or persons having the possession
or care of any house, building or room within the City of Garfield shall suffer
or permit any such traveling show, carnivals or other shows or menagerie to
be exhibited, acted, shown forth or performed in, on or upon his, her or their
house, building or room.

Any person violating any of the provisions of this chapter shall be
punishable, upon conviction thereof, by one or more of the following: a fine
not exceeding $2,000; imprisonment for a term not exceeding 90 days; and/or
a period of community service not exceeding 90 days.
