As used in this chapter, the following terms shall have the meanings indicated:
PRIVATE PROPERTY
All places within the City which are not owned by the State of New Jersey or a political subdivision thereof, including the City of Garfield and the County of Bergen.
PUBLIC PROPERTY
All property owned by the State of New Jersey or County of Bergen or City of Garfield or any of its subdivisions, including the Board of Education, and shall include streets, sidewalks and areas which are appurtenant thereto.
URINATION
The act of discharging urine from the human body.

For a violation hereof, the court shall impose one or more of the following: a fine not exceeding $2,000; imprisonment for a term not exceeding 90 days; and/or a period of community service not exceeding 90 days, for each violation thereof.
