There shall be appointed by the Mayor, with
the advice and consent of counsel, a Superintendent of Public Works.
The Superintendent of Public Works shall serve at the pleasure of
the Council.

A. The duties of the Superintendent of Public Works shall
be:
(1) To supervise the collection of garbage.
(2) To supervise the care and maintenance of streets,
roads, public buildings, public places and sewers.
(3) To supervise the care and maintenance of municipality
owned motor vehicles contracted by the Public Works Department.
(4) To manage the Department of Public Works, including
work operations and functional programs, as well as recommendations
concerning personnel matters and discipline.

(5) To attend such regular and special meetings of the
Mayor and Council and the Streets and Roads Committee or the Buildings
and Grounds Committee as requested.

(6) To advise the Mayor and Council and other officials
of the Borough with respect to all public works matters.

(7) To perform such other duties as may be specifically
assigned by the Mayor and Council or by the Chairperson of the Streets
and Roads Committee or the Buildings and Grounds Committee.

B. In the event of a vacancy in the Office of Superintendent
of Public Works, where any permit or approval is prescribed by law
to be permitted or issued by the Superintendent of Public Works, same
may be issued by the Borough Engineer or by such other officer or
employee of the Borough of Garwood as may be designated in writing
by the Chairman of the Streets and Roads Committee of the Borough
Council.
The Superintendent of Public Works shall receive
as compensation or salary the amount as set forth in the municipal
budget and salary ordinance.
