A. 
Establishment and composition. There is hereby established a Parks and Recreation Committee, hereinafter referred to as the "Committee." The Committee shall consist of such number of members as may be determined by the Mayor at his or her discretion. Members of the Committee shall consist of citizens and residents of the Borough and one Director who is not required to be a citizen or resident of the Borough.
B. 
Parks and Recreation Director. The Committee shall be led by a Parks and Recreation Director, who shall be appointed by the Council upon the Administrator's recommendation and who shall serve at the pleasure of the Council. The Parks and Recreation Director shall be exempt from the residency requirement of N.J.S.A. 40A:60-6. The Council shall fix the compensation or salary of the Parks and Recreation Director by ordinance. Nothing contained in this Code shall be construed to prohibit the Parks and Recreation Director from holding any other office or position of the Borough, unless incompatible. The duties of the Parks and Recreation Director shall be as follows:
(1) 
Carry out all day-to-day responsibilities required to maintain the Committee's recreational programs, activities, exhibitions, games, contests, and the like, along with all obligations under Chapter 126 of the Code.
(2) 
Provide regular recommendations to the Committee for new recreational programs, activities, exhibitions, games, contests, and the like.
(3) 
Submit monthly reports to the Mayor and Council through the Borough Administrator.
(4) 
Attend meetings of the Mayor and Council when specifically requested.
(5) 
The Parks and Recreation Director shall be directly responsible to the Administrator.
C. 
Term. The Committee members shall be appointed for terms of one year. Appointments to fill vacancies shall be made in the same manner as original appointments, and all such appointments shall be for the unexpired term only. The members shall receive no compensation for their services.
D. 
Removal or vacancy. The Mayor may remove any member for cause on written charges served upon the member, and after a hearing thereafter, at which the member shall be entitled to be heard in person or by counsel. Any member with three or more unexcused absences from Committee meetings in any one year shall be presumed to have given cause for removal.
A. 
The Committee shall be responsible for all Borough recreation activities. It shall conduct and oversee forms of recreation and/or cultural activities for the residents of the Borough. The Committee may conduct such activities on properties under the control/ownership of the Borough, as well as on private properties. The Committee may charge and collect reasonable fees for such activities.
B. 
The Committee shall additionally study and make recommendations regarding recreation affecting Borough residents and undertake such projects as requested by the Council. The Committee shall additionally, as it deems desirable:
(1) 
Recommend action to improve, maintain, equip, and staff the playgrounds and recreation places of the Borough.
(2) 
Recommend recreational programs, activities, exhibitions, games, contests, and the like for the recreation of residents of the Borough.
(3) 
Recommend the adoption of suitable rules, regulations, and bylaws for the use of Borough recreational facilities and conduct of all persons while on or using same.
(4) 
Recommend property and/or land for acquisition for use as public playgrounds or recreation places.
The Council shall appropriate sums which, in their opinion, are satisfactory to the Committee to enable the Committee to pay its expenses. The Committee may solicit or receive any gifts or bequests of money, personal property, or any donation, to be applied toward temporary or permanent use of parks, playgrounds, and recreational facilities. All monies received by the Committee shall be paid to the Municipal Treasurer and shall be kept in a special fund dedicated to park and recreational facilities.
