The Board of Trustees known as the Trustees of the Free Public Library of the Borough of Garwood, heretofore established pursuant to the provisions of N.J.S.A. 40:54-9, is hereby continued. The said Board shall consist of nine members.
A. 
The Board of Trustees shall consist of the following members:
(1) 
The Mayor of the Borough of Garwood.
(2) 
The Superintendent of Schools of the Borough of Garwood.
(3) 
Seven citizens to be appointed by the Mayor, with the consent of the governing body, at least four of whom shall be residents of the municipality.
B. 
The Mayor and the Superintendent of Schools may, respectively, appoint an alternate to act in his or her place and stead with authority to attend all meetings of the Board and, in his or her absence, to vote on all questions before the Board.
The appointments shall be for terms of five years beginning January 1. Appointments to fill vacancies shall be for the unexpired term. All members whose terms are presently in effect shall remain in office and continue to hold such office for the term of the original appointment.
Upon the expiration of the term of office of any member the Mayor shall appoint a citizen for a term of five years in the same manner as the original appointment was made. Vacancies occurring in the Board of Trustees shall be filled for the unexpired term only, in the same manner as the original appointments are made.
The Board of Trustees shall elect from its members a president, treasurer and secretary, who shall hold their offices for one year and until their successors are elected.
