A Length of Service Awards Program (LOSAP) is hereby created in accordance with Chapter 388 of the Laws of 1997, N.J.S.A. 40A:14-183 et seq., to reward members of the volunteer Garwood Fire Department and the volunteer Garwood First Aid Squad for their loyal, diligent and devoted services to the residents of the Borough of Garwood.
The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below; such contributions shall be made in accordance with a plan that shall be established by the Borough of Garwood pursuant to the aforementioned New Jersey Statues; that such plan shall be administered in accordance with the Laws of the State of New Jersey, the U.S. Internal Revenue Code, and this article.
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:

The estimated cost of the program has been calculated at $54,000 per year for regular annual services. The LOSAP shall not provide for contributions for prior years service.

Each active volunteer member shall be credited with points for volunteer services provided to the volunteer Garwood Fire Department or volunteer Garwood First Aid Squad in accordance with the following schedule:
A. 
Garwood Fire Department. A year of service shall be credited for each calendar year after establishment of the program in which an active member of the Garwood Fire Department accumulates at least 85 points. Points shall be granted for the following activities from the following schedule:
(1) 
Drill/training: twenty-four-point maximum. Two points per event. Minimum two hours per event.
(2) 
Cleaning duty: six-point maximum. One point per event.
(3) 
Meetings: ten-point maximum. One point per event.
(4) 
House duty: eight-point maximum. Two points per event.
(5) 
Hose test: four points. Two points per event.
(6) 
Special events: six-point maximum. One point per event. Includes wakes, parades, and the like, as designated by the Chief of the Fire Department.
(7) 
Participation in departmental responses/fire calls: fifty-point maximum. Responding to 50% of calls and above earns 50 points. Responding to fewer than 40% of calls earns no points. Whole number percentages (rounded down) between 40% and 50% earn an equivalent number of points.
(8) 
General rules.
(a) 
A total of 108 points are available in a calendar year. Points may not be carried over from year to year.
(b) 
The Chief of the Fire Department or his designee shall be responsible for administering the LOSAP program with regard to the Garwood Fire Department.
(c) 
To be eligible for a LOSAP award a member must be in good standing in all areas as per the Bylaws of the Garwood Fire Department.
(d) 
Only those members earning 85 points shall be entitled to a LOSAP award.
(e) 
Only active members with 12 full months of total service in a calendar year shall be eligible for a LOSAP award. A member with less than 12 months of total service or a member on a leave of absence shall not be eligible. A member who has taken sick leave or was scheduled for light duty during the year is eligible for a LOSAP award.
B. 
Garwood First Aid Squad. A year of service shall be credited for each calendar year after establishment of the program in which an active member of the Garwood First Aid Squad accumulates at least 90 points. Additionally, a First Aid Squad member who accumulates at least 70 points shall be entitled to 50% of the annual LOSAP contribution for that year. Points shall be granted for the following activities from the following schedule:
(1) 
Call response: thirty-point maximum.
(a) 
Each member shall receive points for answering calls according to the call response table.
(b) 
It is the Captain's responsibility to tabulate the number of calls a member has answered, in accordance with the Constitution of the Garwood First Aid Squad. Therefore, it shall be the Captain's responsibility to keep track and award LOSAP points for calls.

(2) 
Special events/miscellaneous services: thirty-point maximum.
(a) 
Special events and miscellaneous services can be activities such as building cleanups, parades, training provided to outside agencies, rig maintenance and other community- or squad-related functions.
(b) 
It shall be the responsibility of the Captain to assign a point schedule for each specific event.
(c) 
It shall be the responsibility of the Captain to award and keep record of LOSAP points awarded for special events.
(3) 
General membership meetings: twenty-four-point maximum.
(a) 
Members shall receive two points for every general membership meeting attended.
(b) 
As outlined in the Constitution of the Garwood First Aid Squad, Inc., if a member receives an excused absence they shall be entitled the two LOSAP points.
(c) 
As outlined in the Constitution of the Garwood First Aid Squad, Inc., the Secretary is responsible for meeting attendance records, and the Secretary shall submit a copy of the attendance report to the Captain at the end of each year.
(4) 
Training and drills: twenty-five-point maximum.
(a) 
All training and drills must be preapproved by the Captain for a member to receive LOSAP points. (Each member shall speak to the Captain prior to attendance in any training class or drill, and the member will be responsible to submit proof that he/she attended any off-premises training.)
(b) 
Every continuing education unit of training shall equal one LOSAP point.
(c) 
It shall be the Captain's responsibility to maintain all LOSAP points awarded for training.
(5) 
Rig checks and duty crews: forty-point maximum.
(a) 
Each duty crew member shall receive one point for the completion of a rig check and tour of duty. As outlined in the Constitution of the Garwood First Aid Squad, Inc., "duty crew hours" are defined as a ten-hour shift, 1900 through 0500 hours.
(b) 
The rig check sheet shall be used as documentation; the sheet shall include a list of the crew members and who participated in the rig check and who will be on duty.
(c) 
The rig check sheet shall be submitted to the Captain who will award the LOSAP points.
(d) 
The crew member MUST participate in the rig check and be available on duty for 10 hours to receive the LOSAP point.
(e) 
Members not assigned to a duty crew shall also be entitled to LOSAP points.

Any member that is not assigned to a duty crew can also earn a LOSAP point by doing a rig check and being available on duty for 10 hours during day squad hours, as outlined in the Constitution of the Garwood First Aid Squad, Inc., as nonduty crew hours, or all call hours 0500 through 1900 hours daily.

All of Subsection B(5)(a) through (d), as outlined above, shall apply to members not assigned to duty crew: Subsection B(5)(e)[1].
(6) 
Officers: fifteen-point maximum.
(a) 
All officers (as defined in the Constitution of the Garwood First Aid Squad, Inc.) shall receive five LOSAP points annually for holding office.
(b) 
All officers shall receive one LOSAP point for any meeting attended on behalf of the Garwood First Aid Squad.
(c) 
It shall be the officer's responsibility to inform the President of the meeting to receive the LOSAP point.
(7) 
General rules.
(a) 
A total of 164 points are available in a calendar year. Points may not be carried over from year to year.
(b) 
The Captain and the President shall be responsible for administering the LOSAP program, with regard to the Garwood First Aid Squad, Inc.
(c) 
Only members that are defined as "senior members," "drivers" or "life members" in the Constitution of the Garwood First Aid Squad, Inc., shall be entitled to participate in the LOSAP program. If a member is on probation or takes a leave of absence, as defined in the Constitution of the Garwood First Aid Squad, Inc., the member will not be eligible for LOSAP for that year.
(d) 
Points required.
[1] 
Seventy LOSAP points shall be required to receive 50% of the available LOSAP money, to each member.
[2] 
Ninety LOSAP points shall be required to receive 100% of the available LOSAP money, to each member.
A. 
This article shall be effective upon final passage and publication in accordance with law, but shall not take effect until and unless it is approved by the voters as a public question at the next general election to be held on November 7, 2000.
B. 
The attached ballot question and explanatory statement shall be submitted to the Clerk of Union County for the purpose of presenting said ballot question to the voters of the Borough of Garwood at the aforementioned general election to be held on November 7, 2000.[1]

In the event that this article is approved by the voters of the Borough of Garwood, this Length of Service Award Program shall become effective in calendar year 2001 as of January 1, 2001.
