J. South Avenue - Garwood Mall.
(1) No person shall park a vehicle and no stopping or
standing of motor vehicles shall be permitted in the Shopping Center
Complex located at 300 South Avenue, known as the Garwood Mall, on
the paved roadway adjacent to the curb sidewalk fronting the stores,
designated as fire zones by the Garwood Fire Department on the paved
roadway of the rear of the stores nor in any area adjacent to the
parking stalls. The provisions of Subtitle I of Title 39 of the New
Jersey Statutes Annotated is hereby determined to be applicable and
is adopted as a part of this chapter by reference.
(2) Vehicles shall be parked in the Garwood Mall only
in authorized parking areas and only within the painted parking stalls.
(3) Parking shall be prohibited at all times in parking
spaces set aside for the handicapped and which are so designated by
signs or other markings, except by persons who have been issued Special
Vehicle Identification Cards by the Division of Motor Vehicles pursuant
to the provisions of N.J.S.A. 39:4-204, 39:4-205, 39:4-206, 39:4-207,
Public Law 1981-C-1936 and Public Law 1983-C-1996 when using a motor
vehicle on which is displayed a certificate for which a Special Vehicle
Identification Card has been issued pursuant to said law.
(4) The site plan approval by the Planning Board of the
Borough of Garwood is incorporated herein by reference.
K. South Avenue - Lidl Complex.

(1) No person shall park a vehicle on the premises of
the Garwood Lidl Complex located at 3-10 South Avenue, Garwood, New
Jersey, on the paved roadway adjacent to curbed sidewalks fronting
the premises, the sideline in the rear of the premises nor in any
area adjacent to the parking stalls.
(2) Vehicles shall be parked in the Garwood Lidl Complex
only in authorized parking areas and only within the painted parking
stalls.
(3) Parking shall be prohibited at all times in the parking
spaces set aside for the handicapped and which are so designated by
signs or other markings, as shown on the attached site plan which
will be made a part of this chapter, except by persons who have been
issued Special Vehicle Identification Cards by the Division of Motor
Vehicles pursuant to the provisions of N.J.S.A. 39:4-204, 39:4-205,
39:4-206, 39:4-207, Public Law 1981-C-1936 and Public Law 1983-C-1996
when using a motor vehicle on which is displayed a certificate for
which a Special Vehicle Identification Card has been issued pursuant
to said law.
(4) Parking shall be prohibited at all times in those
areas designated by signs and yellow paint as fire lanes.
L. Spruce Avenue.
(1) On the northerly side from the easterly curbline of
West Street to a point 60 feet east thereof.
(2) On the southerly side from the westerly curbline of
West Street to a point of 60 feet thereof.
(3) On the northerly side from the westerly curbline of

A. It shall be unlawful for any person, firm or corporation
to park or permit the parking of any truck, tractor, tractor trailer,
camper, recreational vehicle, camp car, mobile home, trailer or bus
on any municipal street or portion thereof within the Borough of Garwood
between the hours of 12:00 midnight and 6:00 a.m.
B. Any of the above enumerated vehicles parked on a municipal
street or a part thereof between the aforesaid hours in violation
of the chapter shall be deemed a public nuisance and any such vehicle
may be removed by or at the direction of the Garwood Police Department,
in which case before regaining possession of the vehicle.
C. The trucks, tractors, tractor trailers, trailers and
buses which are prohibited from parking on the municipal street or
any portion thereof within the Borough of Garwood between the hours
of 12:00 midnight and 6:00 a.m., pursuant to this chapter are those
vehicles which have a registered gross weight in excess of 8,000 pounds;
or which shall be equipped with dual wheels, whether front or rear,
or trailers, irrespective of the gross registered weight of the vehicle.
D. No person, firm or corporation shall park or permit
the parking of any trailer that is not connected to a towing motor
vehicle on any municipal street or portion thereof within the Borough
of Garwood at any time of the day. This prohibition shall not apply
to commercial trailers or construction type trailers while actively
being used in business or construction.

A. Whenever snow has fallen and there is an accumulation
of three inches or more of snow on any street or highway, no vehicle
shall be parked on any street or highway, or portion thereof in the
Borough of Garwood. This prohibition shall remain in effect until
and after the snow has ceased and the street has been plowed after
the cessation of the snowfall.
B. In the event that weather conditions, accidents, fires,
street sweeping, public celebrations, or any other emergency requires
the avoidance of hazards or other conditions which interfere with
the free flow of traffic, the Chief of Police or, in his absence,
the ranking police officer of the Department, is authorized to declare
an emergency and to direct the posting of "Emergency No Parking" signs.
Upon the declaration of the emergency and the posting of such signs,
there shall be no parking upon the streets or sections of streets
where such signs have been posted. Notification of the declaration
of the emergency and the posting of such sighs shall be given to the
operator or owner of any vehicle which has been parked prior to the
posting of the signs.
C. Any vehicle parked or standing in violation of this
section shall be deemed a nuisance and a menace to the safe and proper
regulation of traffic, and any police officer may provide for the
removal of such vehicle by towing or otherwise. The owner of such
vehicle shall pay the removal costs and any storage charges that may
result from such removal prior to regaining possession of the vehicle.

A. Only persons who have been issued special vehicle identification cards by the Division of Motor Vehicles pursuant to the provisions of N.J.S.A. 39:4-205 and N.J.S.A. 39:4-197.5 shall park in any parking space designated for handicapped persons as set forth in Subsection
B below or by other lawful ordinance, resolution or regulation of the Borough of Garwood or other authority having jurisdiction.
B. The following parking spaces shall be designated as handicapped parking spaces restricted for use to persons who have been issued special vehicle identification cards as set forth in Subsection
A above:
(1) Center Street. On the easterly side, from a point
along the easterly curbline 25 feet north of the intersection of Myrtle
Avenue and Center Street to a point 45 feet north of the intersection
of Myrtle Avenue and Center Street.
C. Penalties. Violations of this section shall be subject
to punishment pursuant to N.J.S.A. 39:4-197(3)(c).

A. Parking prohibited. No person except a permittee under
this section shall park a motor vehicle in any restricted handicapped
parking zone in front of any residence so designated by ordinance
pursuant to N.J.S.A. 39:4-197.6.
B. Designation of restricted handicapped parking zones.
Restricted handicapped parking zones in front of a residence may be
established from time to time by the Mayor and Council by ordinance,
provided that such residence is occupied by a handicapped person or
persons as defined by law, and:
(1) Such person or persons are holders of current drivers'
licenses issued by the State of New Jersey;
(2) The motor vehicles to be parked in such zones are
equipped with such special attachments and devises as the Director
of the Division of Motor Vehicles of the State of New Jersey may deem
necessary to provide for the safe operation thereof by such persons;
and
(3) Such parking is not otherwise prohibited and the permitting
thereof would not interfere with the normal flow of traffic.
C. Delineation and signs. The designated restricted parking
zones established in front of residences by Ordinance shall be delineated
by or at the direction of the Chief of Police, who shall see to the
erection of appropriate signs pursuant to N.J.S.A. 39:4-198.
D. Permits. The Chief of Police shall provide for the
issuance of permits which identify a specific motor vehicle and the
location wherein it is to be parked. Such permits shall be issued
only to persons who can prove ownership and operation of the motor
vehicle and residency at the location specified thereon. The permit
shall be 5 1/2 inches by 8 1/2 inches in size, and shall
bear an appropriate certification of authenticity and shall be displayed
prominently within the vehicle when it is parked so as to be seen
from the middle of the street. Only a motor vehicle for which a valid
permit has been issued and which has such permit properly displayed
shall be permitted to be parked in the restricted parking zone indicated
on such permit.
E. Fee for permit. Permits shall be issued for each calendar
year and may be renewable by mail. The annual permit fee per calendar
year shall be $5.
F. Lapse of permit. Upon the lapse of permit, whether
caused by the failure of the permittee to reapply, or the death of
the permittee, or for any other reason, the restricted handicapped
parking zone shall be deemed no longer to be so designated, and all
restrictive delineations and signs shall be removed upon the direction
of the Chief of Police.
G. Penalties. Any person parking a motor vehicle in a
restricted parking space or zone as set forth in this section without
a permit shall be subject to punishment pursuant to N.J.S.A. 39:4-197,
Subsection (3)c.

A. Parking prohibited. No person shall stand or park
any motor vehicle in any space on public or private property in the
Borough of Garwood appropriately marked for vehicles for the physically
handicapped pursuant to P.L. 1977, c. 202 (N.J.S.A. 39:4-197.5), P.L.
1975, c. 217 (N.J.S.A. 52:27D-119 et seq.) or any other applicable
law unless the vehicle is authorized by law to be parked therein and
a handicapped person is either the driver or a passenger in that vehicle.
A "handicapped person" as used in this section is defined as a person
who has been issued a special identification card by the Division
of Motor Vehicles pursuant to the provisions of P.L. 1949, c. 280
(N.J.S.A. 39:4-204 et seq.) or Section 1 of P.L. 1977, c. 202 (N.J.S.A.
39:4-197.5).
B. Enforcement. State, county or municipal law enforcement
officers or parking enforcement officers shall enforce the parking
restrictions on spaces appropriately marked for vehicles for the physically
handicapped on both public and private property.
C. Delineation and signs. All parking spaces reserved
for the handicapped on public or private property shall be designated
by appropriate signs as prescribed by law and shall include the notice
provisions contained in N.J.S.A. 39:4-198 as amended.
D. Penalties. Violations of this section shall be subject
to punishment pursuant to N.J.S.A. 39:4-197, Subsection (3)c.

A. Municipal parking lots in the Borough of Garwood are
hereby designated as follows:
(1) John F. Kennedy Plaza. Former right-of-way of Center
Street between lands formerly of the Central Railroad Company of New
Jersey and North Avenue, as designated on the municipal map.
(2) Central Business District Parking Plaza I. Southwest
corner of the intersection of South Avenue and Center Street.
(3) Central Business District Parking Plaza II. Southeast
corner of the intersection of Willow Avenue and Center Street.
(4) Garwood Memorial Park Parking Lot. Myrtle Avenue.
(5) Parking
lot III on the westerly side of the Fire House. South Avenue.

C. Parking prohibited 10:00 p.m. to 7:00 a.m. No person
shall park any vehicle in the Garwood Memorial Park Parking Lot between
the hours of 10:00 p.m. to 7:00 a.m.
D. Parking prohibited temporarily for snow plowing, snow
removal, maintenance, other emergencies and special events.

(1) Whenever snow has fallen and the accumulation is such
that it covers a parking lot, no vehicle shall be parked in any municipal
parking lot. This parking prohibition shall remain in effect after
the snow has ceased until the parking lot has been plowed.
(2) Any unoccupied vehicle parked or standing in violation
of this subsection shall be deemed a nuisance and any police officer
may provide for the removal of such vehicle. The owner shall pay the
removal costs of the vehicle and storage that may result from such
removal before regaining possession of the vehicle.
(3) The approval of Council is required to close the parking lot for
special events lasting more than two hours.
(4) The Municipal Clerk may authorize the Chief of Police to mark all
parking stalls "15 minute parking" on Primary Election Day and General
Election Day.
E. Two-hour parking limit, 7:00 a.m. to 7:00 p.m., unless
otherwise marked.
(2) Central Business District Parking Plaza I.

through Friday, 8:00 a.m. to 6:00 p.m.

F. Parking rules for municipal lots.
(1) No person shall park a vehicle in any municipal parking
lot except in authorized parking areas and within painted parking
stalls.
(2) No person shall park a vehicle in any municipal parking
lot in any parking space set aside for the handicapped and so designated
by sign or other marking except a person qualified to do so in accordance
with law.
(3) Head-in parking only, except for emergency vehicles,
shall be permitted in all municipal parking lots.

Business District.
(1) Willow Avenue: the first two parking
stalls on the north side of street heading west from Center Street.
(2) Willow
Avenue: the first five parking stalls on the south side of street
heading west from Center Street.
(3) Willow
Avenue: the first two parking stalls on the north side of street heading
east from Center Street.
(4) Willow
Avenue: the first four parking stalls on the north side of street
heading east from Center Street.
B. Willow
Avenue.
(1) From
a point 205 feet east of the southeast corner of the intersection
of Willow and New Street for a distance of 170 feet.
C. Parking
in these locations is restricted to permit holders only, Monday through
Saturday, 8:00 a.m. 6:00 p.m.
D. Permits.
(1) Permits
are provided at no cost to Borough of Garwood employees.
(2) Central
Business District businesses may purchase parking permits.
(3) All
permits are assigned to a specific parking stall.
(4) Permits
are sold through the Municipal Clerk's office.
