No person shall establish, maintain, or operate any bowling alley or place where bowling alleys are kept for the use of the general public and for the use of which any fee, compensation, or other valuable thing is expected unless such person shall first obtain a license for such location from the governing body as hereinafter provided.
Application for such license shall be submitted to the Borough Clerk stating the name and address of the applicant, the proposed location, and number of bowling alleys.
If, after an investigation of the application, the governing body is satisfied as to the good moral character of the applicant and that the issuance of the license will not be detrimental to the public welfare, morals and safety, it shall direct the Borough Clerk to issue the license to the applicant.
No holder of a license issued under this article shall open said bowling alley between the hours of 2:00 a.m. and 7:00 a.m. on weekdays and Saturdays, and between 2:00 a.m. and 11:00 a.m. on Sundays.
