There shall be a Division of Planning, Development
and Public Buildings of the Borough, which shall have jurisdiction
over all business pertaining to building and zoning codes and their
administration. The Division shall have the further responsibility
for the maintenance and upkeep of the public buildings of the Borough.
The Chairperson of the Division of Planning, Development and Public
Buildings shall be a member of the Council designated by the Mayor.

Within the Division of Planning, Development
and Public Buildings there is hereby established the office of Building
Inspector, who shall also be the Code Enforcement Officer. The Building
Inspector shall be appointed by the Mayor with the advice and consent
of the Council for a term of one year.
A. Duties. He or she shall perform all the duties required
of him or her by the ordinances and resolutions of the Council and
strictly enforce the ordinances of the Borough relating to the enforcement
of the building code, the property maintenance code and the zoning
ordinance, and advising the Zoning and Planning Boards and attending
such meetings of these Boards as may be required. He or she shall
issue building permits for construction and alterations after reviewing
the plans and specifications for conformity to appropriate codes and
ordinances, advise prospective applicants of requirements for permits
and appeals, collect such fees as required by law, conduct on-site
inspections of all development and construction, issue certificates
of occupancy, maintain records necessary for the proper operation
of the building office, report monthly and annually, in writing, as
to his or her activities and conduct regular physical inspections
of the buildings and property within the Borough. He or she shall
also issue notices of violation when necessary and issue summonses
when appropriate.
B. Appointment of a substitute for Inspector. In case
the Building Inspector is financially interested in the construction
of any building, another competent person shall be appointed to inspect
such building or buildings.
C. Reporting lines. The Building Inspector shall be under
the jurisdiction of the Building and Development Division. He or she
shall report to the Borough Administrator, who shall establish his
or her hours of employment and working conditions for such office.
D. Deviation from building code and cancellation of building
permits. No oversight or dereliction of duty on the part of the Building
Inspector shall legalize the erection, construction, alteration or
removal of any building not in conformity with the building ordinances.
The Building Inspector shall not have the authority to substitute
or deviate from the building rules, regulations and ordinances. It
shall be the duty of the Building Inspector to revoke and cancel any
permit issued improperly or issued for construction not in conformity
with the building and zoning rules, regulations and ordinances.
E. Qualifications for position. The person appointed
as Building Inspector shall have a college degree or experience in
the municipal inspection work that is deemed equivalent to a college
degree. He or she shall be experienced in interpreting building and
zoning ordinances, have knowledge of construction and site development
and the ability to read, analyze and interpret construction plans
and specifications.

Within the Division of Planning, Development
and Public Buildings, there is hereby established the Office of Zoning
Officer for the Borough of Glen Rock.
A. Appointment and term. The Mayor shall appoint, with
the advice and consent of the Council, the Zoning Officer for a term
of one year commencing on January 1 and terminating on December 31
in each year, or the unexpired portion thereof.
B. Powers and duties. The Zoning Officer shall exercise
the following powers and duties, including but not limited to:
(1) Inspect properties, as required, for possible violations
of the Borough's Zoning Ordinance;
(2) Enforce the Zoning Code, Chapter
230;
(3) Review and process applications for zoning permits;
(4) Review and issue nonconforming use and structure certifications
pursuant to N.J.S.A. 40:55D-68;
(5) Receive appeals filed to the Zoning Board of Adjustment
pursuant to N.J.S.A. 40:55D-72;
(6) Such other powers and duties required under ordinance
or at law.
C. Compensation. The Zoning Officer shall receive such
compensation as may be fixed and determined by the governing body
in the annual salary ordinance and implementing resolutions.

Within the Division of Planning, Development
and Public Buildings, there is hereby established the Office of Land
Use Administrator for the Borough of Glen Rock, which shall exercise
the following powers and duties:
A. Appointment and term. The Mayor shall appoint, with
the advice and consent of the Council, the Land Use Administrator
for a term of one year commencing on January 1 and terminating on
December 31 in each year, or the unexpired portion thereof.
B. Powers and duties. The Land Use Administrator shall
have a general knowledge of the workings of the Planning Boards and
Zoning Boards of the Borough of Glen Rock.
(1) The Land Use Administrator shall receive all applications
for development, determine whether such applications are complete
as required by the Borough ordinances, notify applicants whether submissions
are complete or incomplete, solely for the purpose of placing the
application on the calendar, within the time prescribed by law;
(2) Establish the calendar of cases/matters for the meetings
of the Planning Board and Zoning Board of Adjustment;
(3) Notify the applicants of the date upon which matters
will be heard in sufficient time so that notices can be given within
the time prescribed by N.J.S.A. 40:55D-12;
(4) Provide for the making of a verbatim record of all
proceedings before each board;
(5) Be responsible for giving notice by advertising or
otherwise, in accordance with the statutory authority, of all public
notices required to be given by the board pursuant to the Municipal
Land Use Law or by the Open Meetings Act;
(6) Maintain and have general charge and control of all
records of the Planning Board and the Zoning Board of Adjustment,
take minutes of meetings and take care of correspondence of said meetings;
(7) Maintain and keep a record of all complaints received
and all actions taken to abate any alleged violations of the subdivision,
site plan review or zoning ordinances of the Borough of Glen Rock
and immediately notify the proper board and Borough Officials.
C. Compensation. The Land Use Administrator shall receive
such compensation as may be fixed and determined by the governing
body in the annual salary ordinance and implementing resolutions.
