Pursuant to the authority of N.J.S.A. 40A:9-136,
there is hereby created the office of Borough Administrator.
The office of Borough Administrator shall be
filled by nomination by the Mayor with the advice and consent of the
Council for a term of one calendar year or the unexpired portion thereof
at a salary to be fixed annually by the Salary Ordinance.
The Administrator shall devote full time to
the interests of the Borough and shall not hold any other employment,
except that nothing herein shall prevent the Administrator from being
appointed as Borough Clerk or Borough Treasurer.

An administrative assistant may be appointed
by the Mayor with the advice and consent of the Council and shall
serve by annual appointment. He or she shall report to the Borough
Administrator and perform such duties as assigned by him or her.
A. Responsibilities. The administrative assistant shall
be responsible to and report to the Borough Administrator. He or she
shall assist the Borough Administrator in such matters as cash-flow
analysis, budget preparation and analysis, purchase of materials and
supplies as approved in the budget, budgeting cost control and miscellaneous
office management tasks as required.
B. Qualifications. The administrative assistant shall
have a college degree in municipal or business administration or have
experience in business finance, accounting or fiscal management.
C. Reporting lines. The administrative assistant shall
be under the supervision and control of the Mayor and Council to the
extent not prohibited by law. The Borough Administrator shall establish
his or her hours of employment and working conditions for such office.
